Wildcat Cliffs WWTP is a minor facility (flow < 1 MGD) with two plants — one that operates in summer, and one that operates in winter, the permitted flow for both is 0.05 MGD. The WWTP was constructed in 1989, a second plant was added in 2001. (1.). • Updated the effluent table in Section A. (1.) with eDMR parameter codes. • Updated Section A. (2) to reflect current federal requirements for Electronic Reporting of Discharge Monitoring Reports. • Added regulatory citations. • *Removed comments on cover letter referencing Cullasaja River as a 303d waterbody. The segment listed on the 303d list that is referenced in previous permit is downstream from the UT. • Separated the two plants by components on Supplement to Cover Sheet in order to make it clear the site has 2 operating plants. • Added effluent monitoring for turbidity to determine compliance with 15A NCAC 02B.0211 (21). • Added instream monitoring for temperature to determine compliance with 15A NCAC 0213.0211 (18). Compliance History Enforcement case in 2018 for BOD exceeding daily maximum and monthly average. 20 NOV cases from 2017-2019, 16 out of the 20 cases had BOD as an issue. There have been no NOVs or issues since 2020 (per the ARO) Comments on Draft Permit ARO note pre drafting process — Site was noted to have 2 separate plants (one for summer use, one for winter use) of varying size and previous permit did not reflect this.
