Smith Park Water Quality Enhancement Project - Mecklenburg County - DWR 20230604 Hi Ian, I have 2 quick questions on this project before I issue a 401: 1. Just to be sure I am not missing anything, it doesn't appear that the project includes removal of any sediments/soil from the pond bottom as part of the reconstruction/re-flooding. Is that correct? There will be minor excavation of pond sediments/soil in the vicinity of the existing dam embankment necessary to install a bypass channel during construction and as necessary to remove the existing dam footprint. Beyond that no dredging or intentional lowering of the pond bottom is proposed. Any sediment and soils that are removed from the pond bottom will be shipped off site for disposal as the existing soils will not be suitable for structural fill. 2. You have indicated that the mitigation will be provided by the Charlotte Umbrella Mitigation Bank. Can you provide some sort of documentation/ledger, etc that confirms that bank has adequate credits available for this project. Credit availability/reservations letters are attached. Stream credit will come from the Charlotte UMB and wetland credit from DMS.
