NARRATIVE DESCRIPTION: The site of the proposed development is located at 588 Muddy Creek Road in Perquimans County and consist of 1.36 acres adjacent to the Perquimans River. The shoreline along the property has a mix of coastal and non -coastal wetlands along its entirety. The property to the northwest is a residential lot while the property to the southeast is a vacant lot with no development. Vegetation on the site includes, but is not limited to, indigenous yard grass, cattails (Typha spp.), arrow arum (Peltandra virginica), and other noncoastal wetland plant species. Soil Types include Chowan Silt Loam (CO). The property has an elevation of approximately 4 feet above normal water level (NWL) at its highest point then goes down to water level along the shoreline. The shoreline is 336 feet in length with no hardened structures. The water classification for this area is Primary Contact Recreation, Tidal Salt Water (SB) and is closed to shellfishing. The water depths within the project area range from 6 inches to 2.2 feet and average 1.38 feet. There is Submerged Aquatic Vegetation (SAV) present in the proposed project area and a survey had been conducted by James Harrison on March 23rd where it was indicated the sills could be placed waterward of the SAV beds. 10. PROJECT DESCRIPTION: The applicant proposes to construct 4 granite offshore sills. Two of the sills will be 75 feet in length with a width of 10 feet and a height of 3 feet both of which will be located on the northern most side of the property. There will also be a 65 foot by 10 foot by 3 foot sill to the south of the two 75 foot sills and then a 70 foot by 10 foot by 3 foot sill around the bend on the southern most tip of the property. All four sills will not exceed 1 foot above normal water level and be marked with reflective tape every 50 feet. Due to the scalloped nature of the shoreline, the sills will range 10 feet out from the edge of the wetland vegetation to 41 feet out from the wetland vegetation. The applicant also proposes to construct a 140 foot by 5 foot pier about midway of the property with a 10 foot by 10 foot "T" end platform. Water depths at the terminus of the pier are 2.2 feet. 11. This is a 1-% acre property with a single family home, located on the Perquimans River. Approximately 25 percent of the property consists of a wetland fringe. Roughly 13,800 square feet of wetlands were delineated on the property according to the Army Corps of Engineers wetland delineation conducted by Gloria Rogers. In the past six years, since owning this property, we have seen at least 1 foot per year of erosion... resulting in the loss of nearly 2,000 square feet of wetland fringe. The rate of erosion appears to be increasing. In considering our shoreline erosion and protection options, we were drawn to the idea of creating a living shoreline. We feel that this project will help in 3 ways. * First, it will protect the existing wetland fringe from further destruction. * Second, it will allow us to re-establish lost wetland fringe by creating conditions for the re-establishment of freshwater wetlands. * Third, it will keep the property which is not a wetland from eroding further. Pier proposed is 140' length x 5 ft wide with a 10' x 10' platform at the end for a total of 150 feet The sill will be built by a local marine contractor to the following specifications: 1. the sill will be built in four sections measuring 65 -75 feet with a minimum of a 5-10 foot gap between the sections. A total of approximately 290' of sill will be installed. Sill from south to north 70'x10x3 / 65x10x3 / 75x10x3 / 75x10x3 feet 2. there are 4 sills proposed with sill dimensions will be 10 feet on base and roughly 3 feet in height, not extending more than 1 foot above NWL post -construction. NWL in the location of the sill is 1.8-2 feet deep. 3. the sill will be constructed from roughly 360 tonnes of Class 2 granite rock. The rock measures roughly 12-24 inches in diameter and smaller, 9-12 inch rock, will be used to fill in the void spaces. 4. the sill will be placed 10-42 feet off shore, going offshore to avoid impacts near a small patch of SAV (widgeon grass). On average, the sill will be 10/20 feet off shore. 5. three inch PVC pipe, marked with reflective tape, will be placed every 50 feet along the shoreline. The pipe will extend 3 feet above the sill and will be driven into the ground at least 4 feet. This will mark the sill for navigation purposes. 6. All steps possible have been taken to avoid and minimize impacts to existing patches of SAV (widegon grass). We propose to work with the NC Coastal Federation and their suggested native plant supplier to replant and restore the lost native freshwater marsh. Plants such as cardinal flower (Lobelia cardinalis), duck potato (Sagittaria latifolia), pickerelweed (Pontederia cordata), rose mallow (Hibiscus moscheutos) and other similar native wetland plant species will be used in the shoreline restoration effort. CAMA representative Cynthia Rountree has visited several times. She verbally shared that she agrees a sill will protect and restore the area. Contractor Matthew Hassell proposes to stockpile the rock and fill material on our property, well outside the 75 foot AEC. Hassell will use an excavator to access the shoreline and place the rock along the edge, in the proposed alignment. This is a 1-'/3 acre property with a single family home, located on the Perquimans River. Approximately 25 percent of the property consists of a wetland fringe. Roughly 13,800 square feet of wetlands were delineated on the property according to the Army Corps of Engineers wetland delineation conducted by Gloria Rogers. In the past six years, since owning this property, we have seen at least 1 foot per year of erosion... resulting in the loss of nearly 2,000 square feet of wetland fringe. The rate of erosion appears to be increasing. In considering our shoreline erosion and protection options, we were drawn to the idea of creating a living shoreline. We feel that this project will help in 3 ways. • First, it will protect the existing wetland fringe from further destruction. • Second, it will allow us to re-establish lost wetland fringe by creating conditions for the re-establishment of nearly 2,000 square feet of freshwater wetlands. This will be aided by the replenishment of silt from overwash and natural causes as well as bringing in roughly 2,000 cubic feet of clean sand fill from an upland source to bring the planting depths to a -1 foot elevation. This will allow for the wetland fringe to more quickly be re-established. Sand fill will not be placed on existing marsh or SAV beds. • Third, it will keep the property which is not a wetland from eroding further. The sill will be built by a local marine contractor to the following specifications: 1) the sill will be built in three sections measuring 90-100 feet with a minimum of a 5-10 foot gap between the sections. A total of 290' of sill will be installed. 2) the sill dimensions will be 10 feet on base and roughly 3 feet in height, not extending more than 1 foot above NWL post -construction. NWL in the location of the sill is 1.8-2 feet deep. 3) the sill will be constructed from roughly 360 tonnes of Class 2 granite rock. The rock measures roughly 12-24 inches in diameter and smaller, 9-12 inch rock, will be used to fill in the void spaces. 4) the sill will be placed 6-20 feet off shore, coming in closer to shore to avoid impacts near a small patch of SAV (widgeon grass). On average, the sill will be 10 feet off shore. 5) three inch PVC pipe, marked with reflective tape, will be placed every 50 feet along the shoreline. The pipe will extend 3 feet above the sill and will be driven into the ground at least 4 feet. This will mark the sill for navigation purposes. 6) approximately 2,000 cubic feet of clean sand fill from an upland source, free of biological material will be used to bring the bathymetry up to a plantable depth (roughly -1 foot).
