Mr. Melchers, I've conducted a review of the PCN Application, My comments are listed below: USACE Project ID: SAW-2023-01231 PCN Review Comments: -Proiect location Is there a specific reason why the tower will be located in this location? There would be far less wetland impacts if it and the access road were constructed closer to HWY 133 (River Road) (see attached map) -Dirt Access Road north of proposed tower location There is a well established forestry road just north of the proposed cell tower location. Can the access road be located off this road? (see attached map) -Access from existing subdivision(s) Can the access road and tower be constructed through the existing subdivision(s)? Are there stormwater pond maintenance roads available for use? -NWP 57 A NWP 57 should be used for this project. -NLEB A concurrence letter will be submitted by the Corps to the USFWS for their 15 day mandatory review --Width of proposed access road Can the width of the access road be reduced? -Excavation work in wetland Why do sections of the proposed work require excavation work in the wetlands? Seems like it would involve all fill so a road could be constructed. Can these excavated areas be back filled with hydric soils and allowed to regrow vegetation? -Culverts Will any culverts be installed under the constructed road? -Mitigation Paperwork A letter from the mitigation bank will be required stating that they have the requested amount and type of wetland credits available for purchase.
