The improvements will include the replacement of 400' of bulkhead, replace the existing 3' wide wood walkway with a 4' x 400' wood walkway, replace the 7 finger piers, replace 2 platforms, 1 fish cleaning table, 23 tie pilings, one additional kayak platform (62sf) at the 53100 Hollow Leg property and add two sections of 6'xl5' rock rip -rap at the end of the bulkheads to prevent scour. In addition, a section of the existing concrete boat ramp has failed, and this area will be repaired. As the adjacent riparian property owner to the aforementioned project, I am required to notify you of the development in order to give you the opportunity to continent on the project. FIELD INVESTIGATION REPORT — MAJOR MODIFICATION FOR #49-20 Sunset Village Homeowners Association, Inc. & Christopher and Rhonda Desoto Page 2 Proiect Settinq The proposed development is located in the southwest section of a man-made basin and marina in the Sunset Village subdivision, off of Lands End Way and 53100 Hollow Leg Road, in the town of Frisco, Dare County. Work proposed will involve the shorelines of Parcels #015029999, #015029002, and at the end the northeast bulkhead along an easement area owned by the HOA. The canal of the basin connects to the waters of the Pamlico Sound. The Sunset Village (HOA) has a deeded easement that allows for and includes the installation and maintenance of the existing bulkhead, boardwalks, docks, piers, and 21 boat slips in the northern and southern sections of the basin, as well as a concrete boat ramp on the end of the marina. The Desoto property is developed with a single-family residence, swimming pool and concrete pool deck, wooden decks, concrete drive and parking, concrete/rocked patio that extends to the HOA boardwalk, and an elevated walkway over wetlands to access a dock sited in the Pamlico Sound. The existing slips are assigned to the subdivision's property owners and are not leased. The applicants' combined shorelines equate to ±1600 linear feet (Ift). The elevation along the bulkheaded shoreline is approximately 5' above normal water level (NWL), with the unhardened shoreline at approximately 3' above NWL. The vegetation along the project sites of the marina and private properties consists of indigenous yard grass, ornamental shrubs, and trees (including pine, Atlantic White Cedar, and Live oak). Vegetation along the first 15 feet of unhardened shoreline immediately adjacent the existing northeast end of bulkheading is sparse due to erosion, and now consists of a small area of Saltmeadow cordgrass (Spartina patens), Sea ox-eye, indigenous grass, and then transitions to a mix of Atlantic Cedar, Live oak, and Black needlerush (Juncus roemerianus) along the canal that connects to the Sound. Vegetation along the first ±10 feet of unhardened shoreline immediately adjacent the existing northwest end of bulkheading is sparse with indigenous grass above the scoured - out area. As you continue northwest along the privately -owned shoreline of 53100 Hollow Leg Road, the vegetation transitions to and includes Saltmeadow cordgrass (Spartina patens), Sea ox-eye, palmetto, Atlantic Cedar, pine trees, Live oak, Black needlerush (Juncus roemerianus) and Smooth cordgrass (Spartina alterniflora). The existing bulkhead, boat ramp, and dock/slips on the southwest side of the marina have deteriorated due to weather and age. The existing 3-foot wide, wooden boardwalk is slanted and crooked, and the finger piers are unlevel, which has created a safety hazard for property owners. The boat ramp has a failed section of concrete in need of repair. The two existing Tx7' docks are cantilevered from the bulkhead wall, and there are 23 tie pilings creating 13 slips on the southwest side of the basin. The bulkheaded shoreline along the southwest side of the Association's basin is ±400 feet. The depths in the basin range from -3'to -4' NWL in the vicinity of the of slips. The man-made canal and basin that are contiguous with the Pamlico Sound were permitted through CAMA Major Permit #50-92. Sunset Village HOA was issued a General Permit, #70013A, in 2017 for maintenance excavation of the entrance of the canal after Hurricane Matthew. MP #49-20 was issued to the Sunset Village HOA on 04/24/2020 for replacement of the bulkhead, docking and boardwalk on the north side of the marina. FIELD INVESTIGATION REPORT — MAJOR MODIFICATION FOR #49-20 Sunset Village Homeowners Association, Inc. & Christopher and Rhonda Desoto Page 3 The riparian property immediately to the north and adjacent of the boat ramp is developed with 2 slips, bulkhead, wood deck, and framed utility shed with screened porch. The riparian property to the northeast is developed with 2 single-family dwellings, utility shed and swimming pool. The riparian property to the southwest of the co -applicant is developed with a single-family residence. The waters of the Pamlico Sound are classified as Coastal Waters and are in the Pasquotank River Basin. The Environmental Management Commission's water classifications for this tributary are SA and High Quality Waters (HQW). The project area is not within a PNA and is closed to shellfish harvesting. Development Proposal The HOA is proposing to replace 400' of bulkhead 2 feet watenaard of the existing alignment, the existing 3-foot wide boardwalk with a 4'x400' boardwalk (including the sections along the Desoto shoreline), seven 2'.62"x8' finger piers, two 3'x7' cantilevered platforms, one 3'x14' kayak platform, one 3'x7' fish cleaning table, and 23 tie pilings. No additional slips will be created. In addition, a new kayak platform (with average measurements of 3'.6"x15'.6") is proposed along Desoto's shoreline next to the northwest finger pier. The applicants are also proposing 2 sections of riprap, each measuring 6'x15', at the northeast and southeast ends of the bulkheads/returns. The replacement bulkhead will be installed hydraulically. A tractor will be utilized and stored onsite during the construction phase. Anticipated Impacts The installation of the replacement bulkhead and new riprap revetment will result in the filling of 980 sf of Shallow Bottom habitat in the EW, PTA AECs. Temporary disturbance will impact approximately ±6000 sf of High Ground habitat in the CS AEC as a result of work related to tiebacks and grading. The replacement of the boardwalk will shade 1600 sf of High Ground habitat in the CS AEC.
