5 Year Progress Report
Dear Richard:
The Neuse River Compliance Association(NRCA) is pleased to submit its 5 year report
as required in the above referenced permit. The information in this report includes a
summary of nitrogen reductions achieved through the initial work of the Lower Neuse
Basin Association and the continued efforts of the NRCA, a graph illustrating those
nitrogen reductions, a summary of the nitrogen transactions during the period of January
01, 2018 to December 31, 2023, a list of new members since 2003, and a contact list of
all members.
We are very proud of the continued accomplishments of the Association and the efforts
made by our members to control nitrogen loading to the Neuse River Estuary.
We hope that the enclosed report provides the detailed information that the Division has

Compliance
The NRCA has been in full compliance with its permit since it was issued in 2003.
Current members of the compliance association discharged the following flows and
pounds of total nitrogen to the Neuse Estuary as indicated below:

The Association is extremely proud of the efforts of its members in their ability to
remove more nitrogen from the Neuse every year and the removal rates that they have
been able to achieve. Included with this report is a graph illustrating the nitrogen
reductions achieved by the NRCA.

* Craven County joined the NRCA due to nitrogen contribution from ground source
water. The water treatment facility did not begin operation until the fall of 2017.
Enforcement Summary
The Association has internal enforcement policies that require the individual members
operate within their nitrogen allocations. The members have invested over$500 million
in facility improvements and upgrades to achieve this goal. Annual leases are periodically
used by members having operational issues in a given year. The members of the NRCA
support the mission of reducing nitrogen delivery to the Neuse River Estuary and have
done so since the issuance of the first NPDES permit in 2003. In 2022 the NRCA
operated at approximately 38%of its permitted total nitrogen allocation(1,214,838 lbs.).
