Hi Paul,
The IRT had a chance to review the proposed repairs for Moores Fork. I would offer the following
comments:
1. Overall, the IRT is comfortable moving forward with the proposed repairs considering the site
constraints and landowner issues.
2. The IRT concurs with the reduced credit ratios.
3. Considering the number of repair areas, it would have been helpful to include the areas of
concern in a tabular format since the map notes several areas that are not planned for
planting or repairs. Are these the areas that have remained unchanged? Or the areas that are
not being repaired due to access issues?
4. It would have been beneficial to include photos of the areas of concern.
5. We are fine with the request to suspend traditional monitoring given that all vegetation plots
met success criteria.
6. We'd like to see a cross-section on repair area 2 where there was an existing XS (M4).
7. During our recent site visit, we had a concern about a gully on Cow Trib 2, potentially affecting
the integrity of the fence. Has this been resolved?
8. Recommend photo documentation of the repair work, Cow Trib 2 gully, Barn R1 gullies, and
the previous gully stabilization repair on UT1.
9. Please coordinate with Casey on the Nationwide Permit for repairs. If this is a trout county,
we'll need to coordinate with WRC. If the repairs are completed early enough, we should
have enough time to observe the stability of the repairs prior to closeout.

Good afternoon Casey, Erin, Kim, Steve and Todd,
DMS met with the IRT at the Moores Fork stream mitigation project on March 15, 2023. This site
was scheduled for regulatory closeout; however, it was withdrawn due to several areas of concern.
The IRT site visit focused on developing a path toward regulatory closure.
At the conclusion of the meeting, the IRT requested that DIMS propose a repair plan and a path for
project closure. The attached proposal outlines the DMS multi -faceted approach utilizing a
combination of repairs, planting, credit reduction and ongoing invasive treatment and beaver
maintenance to address the issues identified at the March 15th meeting.
DMS is proposing to implement the repairs in January 2024 and seeks to close the site in
November/December 2024. DMS requests that the IRT review the attached proposal and inform
DMS if this proposal is acceptable. DMS is constrained by State contracting time frames, so any
urgency surrounding the IRT review time would be greatly appreciated.
