Wyatt, Vice President of Operations 5251 Hwy 153, Ste C #365 Hixson, TN 37343 SUBJECT: Compliance Evaluation Inspection Colonial Pipeline — Greensboro Junction WWTF NPDES Permit #: NCO031046 Guilford County On May 17th, 2023, Division of Water Resources staff Ron Boone conducted a routine compliance inspection at Colonial's Greensboro Junction WWTF. Gary Simcox, Operator in Responsible Charge, Kyle Boyan, Operations Manager, and David Reedy, II, Environmental Specialist, were present during the inspection. A review of records, data, treatment components, and structures was completed. This inspection reflected compliance with the subject permit. Items of concern: The facility has experienced intermittent exceedances of the MTBE permit limit for outfall 004. The presence of MTBE at this outfall is assumed to be due to a groundwater contamination site that Colonial has been remediating. Colonial personnel have requested elimination of outfall 004 based on their contention that outfall 004 does not discharge offsite. The Division does not agree with this contention and concludes that the monitoring of outfall 004 must continue as specified in the permit as the outfall does discharge to waters of the State. It is noted that Colonial is employing surface aerators in the pond upstream of outfall 004 to volatilize the MTBE before it reaches outfall 004, as well as using a carbon filtration system to remove any remaining MTBE before the outfall 004 sampling point. Other observations: 1. Flow is calculated using the rational method specified in Part I, Paragraph A.(7.) of the permit. 2. January and April 2023 discharge monitoring reports and laboratory reports were reviewed and no discrepancies were noted. No other items of concern were noted.
