Everything looks good except for a few small issues: Please correct the following: - As designed, the project will not meet the definition of low-density: o 15A NCAC 02H .1003(2)(c) – The proposed design uses too much non-vegetated conveyances. A minimal amount of piping underneath driveways/roadways can be used (such as the piping from the low point near YI #3 underneath the pavement to the vegetated area), but other piping (such as Yard Inlet #1 and the downstream pipe & Yard Inlet #2 and the pipe to Yard Inlet #3) are avoidable.  Yard Inlet #1 and the downstream pipe – In the prior design iteration, the area that is currently shown draining to YI #1 was allowed to flow over vegetated area to the roadside ditch on the south side of the NC-24 entrance. Adding this yard inlet & pipe made the situation worse from the previous design by changing a vegetated conveyance to a non-vegetated conveyance.  Yard Inlet #2 and the pipe to Yard Inlet #3 – It is noted that this grassy area is located in a depression and some form of piping (YI #3 & downstream pipe) is needed to transport the stormwater runoff underneath the BUA, however YI #2 seems unnecessary due to the proximity to YI #3 (overland positive drainage should be able to be provided from the area of YI #2 to YI #3). - The following items do not appear to have been uploaded to the electronic file repository (hard copies were provided): o Updated plans. The revised plans submitted on 3/24/23 were not uploaded. - NOTE: The other design changes address the previously issued comments. Please provide the following: - 2x hard copies & 1x electronic copy of any items needed to address the design comments. - 1x electronic copy of the requested documents above. Everything looks good except for a few small issues: Please correct the following: - As designed, the project will not meet the definition of low-density: o 15A NCAC 02H .1003(2)(b) – The proposed design does not maximize dispersed flow through vegetated areas/minimize the channelization of flow. There is a difference between deigning a project to maximize dispersed flow through vegetated areas and designing a project and then maximizing dispersed flow through vegetated areas. As currently designed, the majority of the proposed development is contained by curb and gutter and directed to a single point of discharge with a longest overland flow path of approximately 300’ (red in the attached image). A project that is designed to maximize dispersed flow through vegetated areas would break this up. A slight crown or slope to the proposed pavement could direct flow to multiple curb outlets and better disperse the flow. See attached image for possible curb outlet locations (blue). 2 o 15A NCAC 02H .1003(2)(d) – Please ensure that this existing ditch meets all of the requirements of 15A NCAC 02H .1003(2)(d) since the existing ditch receives runoff from curb and gutter. There does not seem to be at least 100 ft of this ditch within the project area (see green in the attached image). The course of the ditch may need to be altered to ensure that this minimum length requirement is being provided. It is noted that the ditch continues beyond the project area, however the 100’ length must be provided within the project area. - The following items do not appear to have been uploaded to the electronic file repository (hard copies were provided): o Property Deed (Per Part F6 of the Application). o Document from the Secretary of State showing the position/title information for the signing official and that the applicant organization in good standing (Per Part F7 of the Application). o Document showing that the applicant has obtained the property owner’s permission to apply for the permit for this site (Per Part F9 of the Application). o Cover plan sheet. NOTE: This item technically isn’t required per 15A NCAC 02H .1042, however it is appreciated (and a hard copy was provided). o Site survey plan sheet (since it shows the entire project area boundary). Reviews under the Fast-Track permitting process can take up to 30 calendar days to complete. You can see where this project stands in the review queue by emailing me (I have an autoreply set up that has the review queue on it). Please upload all documents that you mailed into our office through the link provided below. Additional file types can be entered into the electronic form by clicking on the “Add Another Post-Construction File Upload” link directly below the “State Stormwater Information Uploads” section of the form. YOU MUST CLICK ON THE “ADD ANOTHER POST- CONSTRUCTION FILE UPLOAD” TO ADD ADDITIONAL FILE TYPES TO THE SUBMISSION. Merely changing the file type dropdown as you upload the various files (without adding additional file uploads) will upload all of the files as the last file type selected, the submission will get flagged during review, and you will need to resubmit the files. Please do not upload entire plan sets through this form, but rather upload the relevant individual sheets under the appropriate file type. Selecting the correct file type ensures that the files are properly named in the electronic repository and it helps expedite the review process. NOTE: We do not require and we discourage the upload/submission of extraneous plan sheets (such as lighting plans, utility plans, striping plans, sight distance plans, etc…) as these files are not needed for review.
