Mitch Hayes of the Raleigh Regional Office conducted the subject inspection on June 21, 2023.
The assistance of James Blalock, Operator in Responsible Charge (ORC), Steve Norris, back-up
ORC and Travis Jssup, back-up ORC, with this inspection was greatly appreciated. Below is a list
of findings developed from the inspection and review of the permit:
1. The subject permit was issued November 6, 2015, and will expire December 31, 2024. The
Class-2 collection system has approximately 142.4 miles of gravity sewer line, 28.9 miles
of force main, and 28 pump stations.
2. The Capital Improvement Plan (CIP) covers the years 2023 to 2030. The operations and
maintenance budget for the collection system is approximately $1.6 million and the overall
CIP budget is $10 million. The CIP contains all permit requirements.
3. The Fats, Oil, and Grease (FOG) program is overseen by Brandon Carol, Pretreatment
Coordinator. Grease traps are inspected quarterly. For the year 2022, there were 16 Notices
of Violation issued.
4. The map of the collection system is on computer and is GIS based. The map contains all
permit requirements.
5. There have been 21 Sanitary Sewer Overflows for the period June 2019 to June 21, 2023.
There were 4 enforcements issued from the SSOs. Copies of all SSOs and public notices
were available for review.
6. There are 142.4 miles of gravity line in the collection system. According to records 18.80-0
of gravity line was cleaned in 2022 and so far, this year, 19.0% was cleaned.

7. There are 28 pump stations in the collection system. All have restricted access,
audible.:visual alarms, and identification signage. Pump stations inspected were Walnut
Creek, Wynston, Flamingo, South Tech Park, Glen Laurel II. There was no generator at
Walnut Creek pump station. A bypass pump has been set up. The audible.visual alarms did
not function at Wynston pump station when the high-water float was lifted. A repair order
was placed. The visual alarm at Flamingo pump station is not visible from the road and
needs to be relocated so that it is. There is no generator at Flamingo pump station. A quick -
connect is available. Glen Laurel II is equipped with a quick -connect. The audibleivisual
alarms functioned at Flamingo and Glen Laurel II pump stations when the high-water float
was lifted.
8. A creek crossing aerial line on NC Hwy. 42 was inspected. It had no piers and there was
no bank erosion. The Little Creek outfall was inspected. The right-of-way was well
maintained. There were no sinkholes or depressions. Two manholes inspected had a high
volume of wastewater flowing in it. The covers were tight fitting with some erosion from
hydrogen sulfide gas.
