Dear Mr. Doherty:
On June 20, 2023, Mitch Hayes of the Raleigh Regional Office conducted the subject inspection
with the assistance of Payton Proctor, Operator in Responsible Charge. His assistance with this
inspection was very helpful. Below is a summary of the inspection and review of the permit:
The subject permit was issued November2l, 2017 and will expire May 31, 2026. The
Class-2 Collection system has approximately 88 miles of gravity line and 31 pump stations
and serves a population of 20,069.
2. The Capital Improvement Plan (CIP) was adopted June 5, 2023. The plan covers from 2023
through 2033. The operation and maintenance budget is approximately $183,400. The CIP
budget is approximately $1,259,000. The CIP has all permit requirements.
The Fats, Oil, Grease (FOG) program is overseen by Tod Young, Pretreatment Coordinator.
Mailings on proper grease disposal is mailed out twice a year. Food establishments are
inspected yearly. There have been no enforcements issued within the past year.
4. The map of the collection is currently being transferred to GIS. The map contains all permit
requirements.
5. There have been 18 Sanitary Sewer Overflows (SSOs) for the review period June 2019
through June 20, 2023. There were 4 enforcements issued from the SSOs. Copies of all
SSOs and public notices are kept.
6. There are 88 miles of gravity line in the collection system. According to records, 44,265
feet of gravity line was cleaned in 2022. This is approximately 10°0 of line cleaned.

7. There are 31 pump stations in the collection system. All have restricted access,
audible.wisual alarms, on -site generators, and identification signage. Pump stations
inspected were Royal School, Stephen's Glen, Industrial Park, Old Liberty II, and Oak
Ridge. The generator at Royal School was manually started due to a voltage regulator being
changed out. The generator started and ran under load when started. The audible horn at
Stephen's Glen did not operate when the high-water float was lifted. The horn will be
replaced later that afternoon. The visual alarm at Old Liberty did not function when the
high-water float was lifted. The light would be replaced that afternoon.
8. Three high -priority lines were inspected. A creek crossing at Farmington Oaks appeared
straight. The piers supporting the aerial were not in the creek. There was no bank erosion.
The Nassau high -priority line is above the ground exposed line on concrete blocks. There
was no undermining of the blocks. The line appeared straight. The Timberlake aerial
appeared straight with no bends. There was no stream bank erosion.
