RE: Request for Site Visit
FIRESTONE BUFFER MITIGATION BANK PARCEL ‐ Catawba County, NC
The Firestone Buffer Mitigation Bank Parcel (Parcel) is in Catawba County approximately five miles
northeast of Conover, North Carolina. The Parcel was restored to provide ecological and water quality
enhancements to the Catawba River Basin and create a functional riparian corridor. Prior to
construction, much of the land within 200 feet from top of bank of the project features had been
cleared and maintained for active cattle pastures. Table 1 contains project overview and credit
applicability information.

Approximately 15.9 acres are protected under the conservation easement, with 9.5 acres proposed for
restoration, 1.3 acres for enhancement via cattle exclusion, and 0.6 acres for preservation.
The primary land use within 200 feet from top of bank of the project features had been cleared and
maintained for active cattle pastures prior to restoration activities; several small areas were forested

including the left bank of UT1, the downstream extent of Firestone Trib, and the upstream extent of
UT3. Bare root trees were planted using a dibble bar at a spacing of 6 feet by 12 feet, which resulted in a
stem density of 521 stems per acre. A total of eight vegetation plots (6 permanent and 2 mobile) were
established to monitor the trees in the buffer mitigation credit areas. All 8 will be shared with the
404/401 stream bank. The following field adjustments were made to the locations of the vegetation
plots, based on our best professional judgement when in the field: (1) the upstream vegetation plot on
Firestone Trib was moved downstream one meander bend; (2) the upstream vegetation plot on UT1 was
moved to the opposite side of the stream because there was not enough space between the
preservation area and the edge of the buffer restoration zone; (3) the vegetation plot on UT2 was
changed to a 5x20‐meter plot. Following the completion of the associated stream restoration work, the
soils in the project area were disked and planted with a mixture of grasses, sedges, and forbs; any
undisturbed areas of fescue grass was sprayed with an herbicide. Table 2 includes a list of tree species
planted along with their density and composition at planting.

Easement boundaries have been identified in the field to ensure clear distinction between the Parcel
and adjacent properties. Boundaries are identified by 6 foot “t posts” with attached easement placards.
Signage along the outer perimeter of the Parcel has been placed at 100‐foot intervals.
