Dear Ms. Homewood:
Back in 2020, DMS applied 401/404 permits for Millstone creek mitigation site mitigation
project (phase 1 and 2). The permit was issued on July 15, 2020, and it has the expiration date of
March 18, 2022. Please see the attached permit. The construction of phase 1 project was
completed in September 2021, and the phase 1 project site was planted in December 2021. Now,
we are ready to start phase 2 of the project. The only change is the temporary access road. It has
been moved to a different location since the landowner signed a contract with Smithfield
Food. Everything else stays the same.
