However, additional information is required before the review may be completed. Please address the items on the attached pages no later than the close of business on March 20, 2023. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items in Sections A through Q, or failure to provide the additional information on or before the above requested date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2). The engineering plans indicate that the limit of disturbance for this project encroaches on wetlands. In application Item IVA and VIL8., there is a mention of a Nationwide 38 permit needed to meet the required 50-foot setback to surface waters established in 15A NCAC 02T .0506(b). A status update for this application shall be provided. Please note that the proposed permit modifications cannot be issued for operation until the certification has been completed and verified to meet the 50-foot setback. D. The dimensions of the digester decanter tank seem to be slightly different between the civil plans on pages C-1.2 and C-1.3, and the structural plans on pages S2 through S4. The dimensions in these two sections shall be checked so that the structural and civil plans correspond to the same design. Mr. Kyle Breuer February 17, 2023 Page 3 of 5 There are several detail callouts on Sheet C-1.3 that refer to the wrong plan sheet page. For example, the Aerobic Digester callout refers to Sheet C-1.4, but the actual detail for the unit is on C-1.5. On top of this page there is a callout for a second detail on Sheet C-1.4 showing the digester section. However, this second detail was moved to C-1.5, which appears to have shifted the naming of the plan sheet pages so that all detail callouts are off one page. For instance, the Aerobic Digester Interconnect refers to Sheet C-1.6 but is located on page C-1.7. The callouts on this page shall be checked for accuracy and updated with the correct pages as needed. 3. The aerobic digester plan on Sheet C-1.3 indicates a 6-inch butterfly valve on the line connecting the blower to the digester. On sheet C-1.5, the steel air line from the blower is 8-inch and an _ accompanying reducer is not shown in the plans. Please review and confirm the sizing of this pipe V and update the plans and specifications. 4. There is an appurtenance depicted at the end of the jet aeration header shown on Sheet C-1.3 that does not have a callout or a detail. A detail for this appurtenance shall be provided, and Section 4(� 73 21 Item 2.2 shall include this under the products specified for the jet aeration header. 5. Keynotes 5, 8, and 26 on Sheet C-1.4 specify varying sizes of wall piping that are shown to be different sizes to the accompanying upstream and downstream pipes. However, a detail was not provided depicting how the wall penetrations shall be fitted. A detail shall be provided for V of these wall penetrations specifying how they will be run through the digester wall. 6. Keynote 17 on Sheet C-1.4 specifies a 6-inch pipe running between the decanter pump to the decant valve box shown on Sheet C-1.6. The piping immediately upstream and downstream of this pipe (keynotes 16, 23, and 20) is 4-inch, and no reducer is shown to connect these items. This same section of pipe corresponds to keynote 5 on Sheet C-1.6. Additionally, keynote 34 on this sheet specifies a 4-inch pipe but appears to depict the Cx4" reducer fitting. This may have bee/mixed up with keynote 29, which specifies the reducer but seems to show a 4-inch pipe. The callouts for this drawing shall be clarified for this section of piping. 7. A general detail shall be provided for the jet aeration nozzles specified on Sheets C-1.3 an4t-1.5. Keynote 4 on Sheet C-1.8. specifies a 90-degree bend pipe fitting, but detail drawing appears to depict two 45-degree bend pipe fittings connected in series. Additionally, keynote 17 on this page specifies an 8"x10' eccentric reducer but note 17 on drawings 1 and 3 appears to refer to the concrete pipe support (which is listed as keynote 16). Similarly, keynote 16 specifies the concr support, but appears to refer to the combination air release valve (which is listed as keynote 1y This keynotes on this page shall be checked for accuracy and updated with the correct callouts. J. Specifications: 1. The Division 33 and Division 46 specifications do not have a designated client,project name, and project name in the bottom left-hand corner of these sections. Please provideese specifications with these details included. 2. Item 2.8.A on page 46 73 21-6 states that the rated capacity of the blo er is 1064 SCRM. Please clarify whether SCRM is supposed to be SCFM and update this secti if it is incorrect. K. Eneineerine Calculations: 1. Please provide a manufacturer's information for the 1,06Vibic feet per minute (CFM) blower. MA Mr. Kyle Breuer February 17, 2023 Page 4 of 5 It is unclear from the submitted engineering calculations how the 1,064 CFM blower was sized. The mixing air requirements per volume provided in the calculations package is between 0.02-0.04 m3/(m3*min). Based on the sizing of the new 504,400-gallon digesV(equivalent to 2,046 m3), a minimum of —40.92 m3/min should be provided for adequate mixing of a tank this size, equating to roughly 1450 CFM. Please provide additional information on how the 1,064 CFM blower was sized and provide a justification for the sizing if lower than the calculated minimums. 3. See Item M.1. A demonstration that the specified a��nyliary power source can power all essential treatment units with the inclusion of these new facili�Ies. L. Site May: 1. No comments. M. Power Reliability Plan: 1. In accordance with 15A NCAC 02T .0505(1), expanding facilities shall provide power reliability consisting of either an automatically activated standby power supply capable of powering all essential treatment units under design conditions, or apVr�iral from the Director to the contrary. Please provide documentation of power reliability that mYets the requirements of 02T .0505(1). N. Operation & Maintenance (O&M) Plan: In accordance with 15A NCAC 02T .0507 and Item N of the WWIS 06-16 instruction form, an O&M plan shall be maintained for all systems. Please pride an updated O&M Plan that meets the requirements listed in 02T .0507. O. Residuals Management Plan: 1. No comments. P.
