NCO027359 — PERMIT RENEWAL APPLICATION AND WAIVER REQUEST Enclosed is one signed and two copies of a complete NPDES permit renewal application for HIH, including EPA Form 1, site map, Form 2C, wastewater flow schematic, and Form 2E. There have been no changes since the issuance of the last permit. Ouffalls 003 and 004 discharge wastewater from generator air and bearing cooling water. The characteristics of the discharge are expected to be similar. Therefore, estimated values, where noted, have been provided on Form 2E for Outfall 003 based on sample data collected at Outfall 004. Waiver Request — Form 2C — Outfall 002 Per Title 40 CFR § 122.21(g)(7)(iv), the Director may waive the reporting requirements for individual point sources for one or more of the pollutants listed if the applicant can demonstrate that such a waiver is appropriate because information adequate to support issuance of a permit can be obtained with less stringent requirements. TVA requests that sampling be waived for Draft Tube Unwatering Operations (Outfall 002) due to infrequency of discharges and water composition. Draft Tube Unwatering Operations typically occur only during outages, approximately every two years, and consists of river water that is unlikely to contain any contaminants from plant operations. Historically, Outfall 002's infrequent discharges have been successfully managed through the implementation of Best Management Practices per HIH's NPDES permit. TVA requests a 30-day period between the issuance date and the effective date of the renewal permit to facilitate internal distribution of the permit. Hiwassee Hydro Plant is a two unit hydroelectric generating plant on the Hiwassee River with a generating capacity of 24 megawatts. TVA's conventional hydro plants typically include a dam to control the flow of a river, a •� powerhouse containing turbines and generators to make electricity, a switchyard to step up the electricity's voltage for distribution to customers and a reservoir of water behind the dam. Water from the reservoir flows through a M penstock impacting the blades of a turbine, which rotates the turbine. A large diameter shaft connects the rotating u turbine to a generator in the powerhouse. The generator consists of a large rotating electromagnet located in the m middle of a set of stationary wire coils. When running at the proper speed, electricity is produced in the coils at Z approx. 13,000 to 23,000 volts. Generator leads take electricity to the switchyard where voltage is increased and transmitted to distributors across the Tennessee Valley. Water used to turn the turbine then flows out of the powerhouse in a draft tube where it is released into the water supply. Therefore, the ambient upstream temperature is based on a sample collected from the raw cooling water system prior to passing through the coolers. The generator air and bearing cooling water combine within the dam structure at a point that is inaccessible for sampling. Therefore, they are monitored separately.
