Project Narrative
Overview
The Rankin Streambank Stabilization Project (the project) is located along Garren Creek in
Buncombe County, North Carolina. Proposed work will be limited to the Rankin Beef Farm
property (Pin Number 969615777000000) located at 297 Church Road, Fairview, North
Carolina. Proposed work includes stabilizing four sections of streambank totaling 310 linear feet
using boulder toe, reconnecting the floodplain with a bankfull bench, and establishing a riparian
buffer along the left bank. Garren Creek is a Federal Emergency Management Agency (FEMA)
regulated channel, referenced on Flood Insurance Rate Map (FIRM) Panel 3700969600J
(effective date January 61", 2010). See Appendix A for the FIRM Panel. Since Garren Creek is a
FEMA regulated Zone AE channel, a no -rise certification is required for the floodplain
development permit. The following narrative presents the no -rise analysis.
Hydraulic Modeling
A series of hydraulic models were developed to evaluate the potential effects of the project with
respect to the FEMA regulated floodplain. This analysis was completed using the U.S. Army
Corps of Engineers River Analysis Software (HEC-RAS 6.2), which uses one-dimensional
energy balance equations to solve for hydraulic flow characteristics. HEC-RAS assumes steady,
non -uniform flow while performing a backwater analysis through the subject reach. Below is a
description of the hydraulic models reviewed and developed for preparation of the no -rise
analysis.
Effective Model
The Effective model was available for download as a HEC-RAS model from the North Carolina
Flood Risk Information System (FRIS). The model is part of the Limited Detail Study (LDS) that
runs along Garren Creek from approximately 300 feet upstream of Bleeker Lane to the
confluence with Cane Creek. FIS cross -sections 011, 014, 017, 022, and 026 are located within
the project area. Information on the effective hydrologic study and shapefiles from the model
geometry were available for download as well.
Duplicate Effective Model
The Duplicate Effective model was created by running the Effective model in HEC-RAS 6.2.
Encroachment widths at River Stations 9889, 9596, 8868, 6587, 5993, 5496, 4758, 4555, 4227,
3783, 3002, 2604, and 1735 were updated to Method 1 using the non -encroachment widths
shown on FRIS. The 100-year water surface elevation and floodway elevations were confirmed
to be identical to the results reported through FRIS.
Existing Conditions Model
The Existing Conditions model was developed to address current site conditions and/or to
incorporate more detailed information into the analysis in order to accurately model the area
under pre -project conditions. In this analysis, this model was used to establish the existing water
surface elevations for the base flood and floodway.

Additional cross -sections were added to the model at River Station 1953, 1479, and 1163.
Cross-section geometry was generated using topographic survey data supplemented with
publicly available LiDAR data. The geometry at River Station 1735 to 966 were updated based
on the site survey data as well. See Appendix B for the Hydraulic Graphic with locations of FIS
cross -sections along with additional modeling cross -sections. The HEC-RAS stations shown at
the top of the cross-section lines (in yellow) and FIS cross-section numbers shown at the
bottom.
Bank stations were set based on site survey data for River Station 1953 to 966. In the Effective
model the Manning's roughness coefficient for the channel varies from 0.045-0.05. Based on
field observations this range seems appropriate and was used for setting the Manning's value
for the additional cross -sections. Overbank Manning's n values were defined in the Effective
model as 0.09 for forested area and 0.05 for pasture. These same values were used in the
Existing Conditions model.
A steady state flow condition with the 100-year peak flows from the Effective model were used.
The 100-year peak flow ranges from 1,790 cfs to 1,820 cfs within the area of interest. The
downstream boundary condition is set at normal depth with a channel slope of 0.008 ft/ft. The
peak flows and boundary condition are consistent with the parameters used in the Effective
model.
The model was run using the subcritical flow regime. This assumption was then verified looking
at the Froude number. The Froude number for all the sections is below one so a subcritical flow
regime is appropriate.
Encroachment widths were kept consistent with the encroachment widths used in the Duplicate
Effective model. Encroachment widths for River Station 1953, 1479, and 1163 were set using
Method 1 and interpolated values from the upstream and downstream cross -sections.
Water surface elevation results are shown below in Table 1. Detailed modeling results are
shown in Appendix C.
Proposed Conditions Model
The Proposed Conditions model reflects conditions in the channel and floodplain after the
proposed work has been completed. Water surface elevations from the Proposed Conditions
model will be compared to the Existing Condition model to verify the no -rise condition.
The Proposed Conditions model was developed by incorporating the proposed stream
restoration work into the topography of the cross -sections within the project. Cross -sections
within the project area were updated to reflect proposed conditions using the typical cross-
section in the Construction Plans shown in Appendix D. Bank stations along the left bank where
the boulder toe is proposed were updated to correspond with the proposed top of bank location.
The Manning's n value for the channel ranged from 0.045-0.05. Manning's n values for the left
bank of cross -sections with boulder toe or live stakes were adjusted to 0.05-0.055 to account for
increased roughness along the bank. The riparian buffer was accounted for by increasing the
Manning's n from 0.06 to 0.08 in the buffer areas along the left bank. See Appendix C for
graphical comparisons of Existing Conditions and Proposed Condition model cross -sections.

Hydraulic Analysis Results and Conclusions
To evaluate the potential impact of the streambank stabilization work on riverine hydraulics and
base flood elevations, the results of the Proposed Condition model were compared with the
Existing Conditions model. Results of the hydraulic analysis show that the proposed project will
result in a no -rise condition along Garren Creek.
The table below shows the comparison of the 100-year base flood elevations for the Existing
Conditions model and the Proposed Condition model. As indicated in the table, the Proposed
Condition model results are lower or equal to the Existing Conditions model results for the
cross -sections within the proposed project area.
