Thank you for allowing Rowan -Salisbury Schools the opportunity to respond to the Notice of Violation dated May 4,
2023; received May 25, 2023. Our response below is in regard to the (1) fecal coliform daily maximum exceedance event
that occurred at the Knollwood Elementary School WWTP during the February 2023 monitoring period.
The facility received a fecal coliform result of 613/col on February 1 Oth that exceeded the daily maximum
allowable limit of 400/col. It is common for the plant to experience low to no flow, depending on fluctuating
usage and school schedules. Due to the difficulties that low flow can present with sample collection, as well as
the increased concentration of effluent flow that is caused, this factor can negatively impact sample quality. On
February 22, Roberto Scheller (NCDEQ-WQRO) discussed the matter with operations staff regarding best
practices for sampling under these conditions. Since implementing new sample collection procedures, no further
fecal coliform exceedances have occurred to date.
It is always the goal of Knollwood Elementary School and Rowan -Salisbury Schools to remain in compliance
with regulations set forth by the Division of Water Resources. The factors contributing to this violation are
being addressed to prevent future noncompliance events. It is our request that our cooperation and action in
these matters be taken into account by the Division when proceeding with enforcement.
