For example, if a swale will have a temporary matting that is stable up to 10.0 fps and the grass, once established, will be stable up to 5.0 fps, a channel velocity of 7.2 fps in the swale would not be stable in perpetuity (It would be stable so long as the temporary matting remains in place, but once the matting disintegrates, the channel velocity of 7.2 fps will exceed the maximum allowable velocity that the grass can handle (5.0 fps) and will cause erosion). I don’t have this submission in front of me right now, but from what I recall, there were some swales that are similar to the example above (where the channel velocity of the swale is greater than what the established grass can handle, but less than the velocity rating for the temporary matting, i.e., these swales will fail once the matting fails). This issue wasn’t brought up for the third type of matting (I forget what it was called) since, from what I could tell from their website, that matting is a permanent matting (It had about a 75 year lifespan if I recall correctly). To address the comment, you will either need to demonstrate that the established grass will be stable once the temporary matting fails or reconfigure the design so that the swales will be stable in perpetuity. With regards to “Prior Comment 2b”, in reviewing the Curlex I & Curlex II specifications, the material is a temporary measure to enhance ground re-stabilization as stated in Performance requirements 1.02 for Curlex I and Curlex II specifications (see attachments). The intent of the matting, in both cases and where shown on the plans, is to support the stabilization (grassing of disturbed area) and is no longer needed once a stand of grass has been established. As the timetable to establish grass is significantly less than 15 and 30 months, the longevity of the material would not be a critical factor to stabilization. With respect to the requested information on this item, does the plan need to show labels indicating matting with grassing (as that is the intent) to address this comment? Everything looks good except for a few small issues: Please correct the following:  Prior Comment 2b – The provided specification pages for the Curlex I & II erosion control blankets indicate that they are not permanent (Curlex I has a functional longevity of no more than 15 months and Curlex II has a functional longevity of no more than 30 months). The swales must remain stable in perpetuity. Please revise.  Prior Comment 2c – Please provide the sizing calculations for the energy dissipaters downstream of the stormwater outlets (FES 100, EW 200, FES 300, & FES 400). This item is required per 15A NCAC 02H .1003(5).  The provided calculations indicate that the side slopes of the vegetated conveyances are 3:1 (left side) and 2:1 (right side). Per 15A NCAC 02H .1003(2)(c)(i) the side slopes of the vegetated conveyances must be 3:1 or flatter (or you will need to provide a site specific soil investigation to demonstrate that the soils will remain stable). Please revise as needed.  Supplement-EZ Form: o Drainage Area Page:  Line 18 – Per the calculations, the %BUA should be shown as 21% (152,460 sf / 737,950 sf = 20.7% which rounds up to 21% (since the form only shows whole numbered percents)). o Low-Density Page:  Line 4 – See earlier comment, if multiple side slopes will be used for the vegetated conveyances, please elaborate in the additional information section (revise if needed).  Line 5 – The calculations indicate a maximum velocity of 10.8 fps (swale 8). Please provide the following:  1x hard copy & 1x electronic copy of the revised pages of the calculations.  1x hard copy & 1x electronic copy of the revised pages of the Supplement-EZ Form.  2x hard copies of the revised plan sheets (as needed).  1x hard copy (2x hard copies for plan sheets) & 1x electronic copy of anything else needed to address these comments. These must be included as part of the O&M Agreement Form. This form will need to be re-signed & notarized. If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process generally take 30 – 45 calendar days, but can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant so this review will probably be closer to 45 days than 30). Plan sheet 4 was not provided in the submission. o Wetland delineation or a note on the plans stating that there are no wetlands located on-site (Required per Section VI, 8m of the Application and 15A NCAC 02H .1042(2)(g)(iii)). Please also list the name of the individual that made this determination in a note on the plans. o Detail/typical section for the vegetated conveyances and the roadway (Required per Section IV, 8l of the Application). NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brough up during the engineering review):  While not required to be addressed for administrative completeness, this project does not meet the definition of a low-density project. The proposed piping network violates the requirement to design the project in a manner which minimizes the channelization of flow (per 15A NCAC 02H .1003(2)(b)) and has an excessive amount of non-vegetated conveyances (prohibited per 15A NCAC 02H .1003(2)(c)). It is recommended to either remove the excessive piping or redesign this project as a high-density project. If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
