At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items by close of business on 3/21/2022 (We do not typically offer extensions to administrative completeness reviews) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete. - Prior Comment - The provided form is missing the drainage areas page and the low- density page. To activate the macros, click “Enable Editing” and “Enable Content” (via pop-up dialogue boxes at the top of the spreadsheet) and then click on the “Load Supplement-Forms” link on the cover page (below Line 26 and above the Designer Certification box). - Prior Comment - . The low-density option (last option in the middle of the cover page, right below “User Defined SCM”) must be selected (“Yes”) and the type of low-density project must be selected (from the dropdown list to the right of “Type:”). As with the Supplement-EZ Form, this form uses macros that will need to be activated in a similar manner as described above to generate the required O&M tasks. These must be included as part of the O&M Agreement Form. This form will need to be re-signed & notarized. If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process generally take 30 – 45 calendar days, but can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant so this review will probably be closer to 45 days than 30). This item is required per Section VI, 7 of the Application and 15A NCAC 02H .1003(2)(c). - 2x signed & sealed hard copies of a plan sheet showing the following: o Delineated drainage areas to the proposed vegetated conveyances (Required per Section IV, 8o of the Application and 15A NCAC 02H .1042(2)(g)(iv)). This is required in order to verify the vegetated conveyance calculations. o Existing site conditions (Required per Section IV, 8k and 15A NCAC 02H .1042(2)(g)(v)). Plan sheet 4 was not provided in the submission. o Wetland delineation or a note on the plans stating that there are no wetlands located on-site (Required per Section VI, 8m of the Application and 15A NCAC 02H .1042(2)(g)(iii)). Please also list the name of the individual that made this determination in a note on the plans. o Detail/typical section for the vegetated conveyances and the roadway (Required per Section IV, 8l of the Application). NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brough up during the engineering review): - While not required to be addressed for administrative completeness, this project does not meet the definition of a low-density project. The proposed piping network violates the requirement to design the project in a manner which minimizes the channelization of flow (per 15A NCAC 02H .1003(2)(b)) and has an excessive amount of non-vegetated conveyances (prohibited per 15A NCAC 02H .1003(2)(c)). It is recommended to either remove the excessive piping or redesign this project as a high-density project. If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
