Do you have a copy of the permit that we issued for this project? Our online repository only appears to have application
related information for this permit (We should have a hard copy of the issued permit on-file in the Asheville Regional
Office, but it would probably be quicker/easier if you could provide me with a copy if you have it). The application in our
repository indicates that this project used the Fast-Track approval process, but our permitting database shows that this
permit was issued under the standard permitting process, but I’ll need to look at the permit to verify which is correct. If
you don’t have the permit handy, I’ll need to reach out to the Asheville Regional Office to get their copy of it prior to
offering more guidance.

- The major modification process is just like the standard permitting process

Jim,

Can we schedule a time to talk through this project – perhaps early next week (Monday 11/29 anytime in the afternoon
should work for me)? I have a number of questions regarding what was permitted, what is involved in the major revision

process, and what the closeout process will look like for this project. The original permit seems to have been done as a
Fast Track Authorization to Construct by an engineer who is now retired and no longer with Brooks Engineering, so I
want to make sure that I fully understand what will be required to ensure compliance with NCDEQ requirements.

Bethany/Jim,

We are working on permitting a third phase of land disturbance for this project with Fred Walker of NCDEQ Swannanoa
(copied here) and want to follow-up on the status of this permit. Our understanding is that the permit is still applicable
since the proposed unit county/density and low-density design standards have not changed. There have been some
revisions to the layout of the units to better fit the land and decrease density in certain areas. This Dropbox link contains
the ESC Engineering Plans and Calculations submitted for review:
