Hi Holley,
I just had a chance to finish my review for this project. According to their original application and
responses to your additional information request, I do see this project as an improvement to the
current condition regarding stormwater retention and treatment (even if they do not meet the
MDC). They can easily claim the "re -development" status with the post -construction BUA being LESS
than the current BUA and do nothing extra for stormwater management. I'm glad they didn't choose
that route because the main purpose of this project is to address flooding. It seems to me their
proposed measures are reasonable (bioswale/SW wetland/permeable pavement at the overflow
parking lot). However, we may be able to ask for the O&M plan and agreement for these measures
and include them as part of the 401 permit requirements. Since they already have the wetland
monitoring plan, they can add 0&M to it.

I am working on a request to the USACE to extend the reasonable period of time for this project to
one year from the date of receipt (8/17). The USACE has a pending RFAI to which the applicant has
yet to respond. I am hope the request will be granted. A denial from the DWR for CAMA projects
can become quickly problematic from a processing standpoint. I am hopeful the request to extend
the RPOT will be granted. Let me know if you have any questions.

some comments. There is a substantial amount of wetland alteration and improvements to

stormwater treatment. I am concerned that the constructed wetland may not provide sufficient
treatment to protect downstream waters which are designated as PNA and EFH. If you do not have
