A question I posed to Chonticha in passing yesterday was about their terminology. They seem to be interchanging "stormwater bioswale" and "stormwater wetland" (or at least I hope this is the case and they're not calling the tidal marsh creation a stormwater wetland), but technically these stormwater features are different and have different standards/requirements. They're post -construction monitoring section is very weak. They're "natural approaches to phragmites management are limited" statement is not acceptable. If phragmites is currently present, they should have specifics in their design/construction plan on how properly removal plant material (including rhizomes) from the site. Reuse of soil with current phrag cover should not occur because of rhizome fragments (same for cattail onsite). Ideally, invasives onsite should be pre-treated before construction. And they should have a detailed post -construction phrag management plan. Most of my initial concerns have already been caught by you and Corps. Particularly in the Corps comment letter, I had similar questions about boardwalk shading impacts and proposed ecological uplift and success criteria measurement. I agree they need to provide a detailed monitoring and maintenance plan and adaptive management plan. Also, from direct experience of trying to create a tidal marsh receiving stormwater inputs, there may be problem areas establishing vegetation due to freshwater stormwater flows. As part of an adaptive management plan, I'd consider including some freshwater tolerant species within the wetland fringe around the stormwater pipe discharge area. Right now, we need responses to Corps comment letter to know what additional questions to ask. I'm available if you want to discuss anything. Many thanks, Erin B. There is a substantial amount of wetland alteration and improvements to stormwater treatment. I am concerned that the constructed wetland may not provide sufficient treatment to protect downstream waters which are designated as PNA and EFH.
