Dear Mr. Ogburn:
The Division has reviewed the sanitary sewer overflow (SSO) reports submitted by the City of High Point for its
April 2023 SSOs. As you know, all SSOs to waters of the state are classified as unpermitted discharges pursuant to
NC General Statute 143-215.1. The Division has considered the conditions for each of the reported incidents and
has determined whether each is deemed a violation or a deficiency, as detailed in the tables below:
