Dear Mr. Brown:
On September 18, 2007, the Division of Water Quality (DWQ) received your application dated
September 14, 2007, and on October 15, 2007, the DWQ received your Public Notice issued by
the USACE on October 12, 2007, and additional information received on May 28, 2008, June 27,
2008, and July 18, to fill or otherwise permanently impact 2.94 acres of 404/wetlands,
temporarily impact 0.076 acres of 404/wetlands, permanently impact 130 linear feet of perennial
stream, temporarily impact 84 linear feet of stream, and permanently impact 0.47 acres of
Isolated Wetlands, to construct the proposed automotive research facility. The DWQ has
determined that your application was incomplete and/or provided inaccurate information as
discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will place this
project on hold as incomplete until we receive this additional information. If we do not receive
the requested information, your project will be formally returned as incomplete. Please provide
the following information so that we may continue to review your project.
Additional Information Requested:
On July 18, 2008, the DWQ received your NC EEP wetland mitigation credits
acceptance letter. This NC EEP wetland mitigation credits acceptance letter does not
provide enough mitigation credit to adequately address your 2.94 acres of
404/wetland mitigation requirement at 2:1 and your 0.47 acres of Isolated Wetland
mitigation requirement at 2:1 of 0.94 acres, for a total wetland mitigation requirement
of 6.82 acres. Please provide documentation from the NC EEP indicating their
willingness to accept your request to purchase wetland mitigation credit to mitigate
for the proposed wetland impacts listed in your application.

will be withdrawn and you will need to reapply with a new application and a new fee.
