Dear Mr. Liu:
In conformance with the above referenced permit issued on March 17, 2023, and the stipulated Schedules outlined
therein in Section I. "Schedules (1)" 1. Within 90 days ofpermit issuance, the Permittee shall have a licensed
North Carolina Professional Engineer evaluate the permitted wastewater treatment and irrigation facilities and
compare them to the Division -approved plans and specifications. The evaluation shall determine if the Permittee
can physically restore the irrigation area to the Division -approved plan design, while maintaining the setbacks as
required in Condition II.10. The Permittee shall submit the Wastewater Treatment and Irrigation Facility
Evaluation via the Non -Discharge online portal. [1 SA NCAC 02T .0108(b)(1)(B)J this report is meant to serve
that purpose.
Progress Status: Several site visits have been made by me, and additionally, a Licensed Soil Scientist (Dolores
Chandler, LSS), and the Contract System Operator (AQWA, Inc.) to assess the conditions of the system and the
site. The treatment and dispersal system inspection report performed by the system operator on February 2, 2023
(attached) has indicated that the components are operating satisfactorily. The telemetry communication link has
been restored and is now functioning properly. Average Daily Flows are in the range of 241 to 258 gallons per
day (see attached Chatham co water billing Statements). Field reconnaissance measurements using GPS along
with soil evaluation has indicated that there may be only 10,084 square feet available as a current application area,
as compared to the previously permitted 10,659 square feet. However, Ksats measurement are scheduled to take
place in the very near future (+/- June 28) to assess what impact the reduction of suitable area might have. While
the reduction in the available application area is minimal, there most likely will be a determination that the system
cannot be completely restored to the originally Division approved plan design. However, several remedies may
exist to conform to its original intent. The Ksats (now required, but hereto fore not required) may substantiate a
higher loading rate that previously permitted. Secondly, should the available area and hydraulic loading rates
indicate that a lesser `gallons per day' be recommended, then a Flow Reduction request and approval should be
considered an acceptable measure. In my opinion, the majority of the site modifications performed by the
Permittee in the past (berms, water lines, diversion ditches, etc.) can be ameliorated by removal or relocation. At
such time as the Ksats become available, and a layout concept be derived, I will make a request to the Raleigh
Regional Office and Central Non -Discharge Office staff for a Pre -Design site visit to confirm applicability of the
proposed re -design elements.

Dear Shi,
Chandler Soil Corporation finished the soil evaluation for the surface drip field at 131 Centennial
Ct, Chatham County. The original soil work of 2003 found 15,500 square feet of soil suitable for
Aerobic Pretreatment Surface Drip. Of that area, 10,659 square feet was needed to layout the drip
line (0.4 Inches/Hr.), due to topography and vegetation variation. The minimum area needed,
calculated in that report, was 10,042 square feet. Our current work found a total of 10,084 square
feet of soil that are suitable for Aerobic Pretreatment Surface Drip. Therefore, the field will have to
be redesigned to see if the drip line can fit in the 10,084 square feet. However, hydraulic
conductivity tests, which were not required in 2003, may produce a different minimum area.
We found the soils in the previously permitted area are not compacted, however, there was an area
that we identified in 2003 as unsuitable with a seasonal high-water table above 12 inches and
expansive clay too close to the surface to provide any infiltrative surface. We re -delineated these
shallow soils from the surface drip suitable soils. This unsuitable area is surrounded in red on the
map and is cordoned off with caution tape in the field. This unsuitable area is 1,213 square feet.
We also looked at an additional area, noted on the map in bright green, and found 3 to 9 inches of
expansive clay fill over the native soil. This soil will be suitable for use if the fill is carefully taken
off of the field along with some of the small pines. That area is 638 square feet.
The design wish to remove the most northeastern corner from the field is not possible.
The Map and the Soils
The map shows the location of our borings along with the following:
• The original permit area of 15,500 square feet in Blue along with the Plat Book and Page,
• The permitted area of 10,659 square feet in Purple used during installation of the field,
• The area of 1,213 square feet in Red that is excluded due to unsuitable soil, and
• The additional area of 638 in Green will be suitable once the fill is removed.
The map also shows the pond in the northeast corner of the lot which captures surface runoff, along
with a 25- foot buffer around it. The rules allow a 25-foot setback from surface water diversions.
This may have to be determined by the Water Resources division of the NC DEQ.

Evaluation of Surface System Conditions

Soil wetness is a term used to describe soils that are saturated regularly or on a seasonal basis.
Over time, the water reveals the soil's grayish colors, which can be evaluated even in wet or dry
weather with a Munsell Color Book. Soil drainage mottles with a chroma of 2 or less are unsuitable
if they are within 12 inches of the surface.
Expansive clay swells and shrinks as the soil wets and dries. The swelling of the clays restricts
water movement through the soil.
The Next ste s involving the draintield
1) As the permit WQ0022803 requires: Within 120 days of permit issuance (March 17, 2023), the
Permittee shall have a licensed North Carolina Soil Scientist evaluate the permitted 0.24 acre
drip irrigation area to determine if it is capable of accepting the permitted flow of 480 GPD
(i.e., 27.9 inches per year). The soil evaluation shall specifically address soil features such as
soil compaction and saturated hydraulic conductivity of the least permeable layer; soil fertility
and amendments added; and any other properties that might impact the soil's ability to accept
irrigated effluent. The Permittee shall submit the Soil Evaluation via the Non -Discharge online
portal. [15A NCAC 02T .0108(b)(1)(B)]
2) We have already determined that the soil is not compacted.
Next, we must perform the testing that is required. The hydraulic conductivity tests cost
approximately $3000-$3500.
These tests determine the rate of water movement through the soil. The testing is
weather dependent.
(1) If a storm system is moving in, the water moves slower down through the soil,
providing us with lower conductivities, which is not our desired outcome.
(2) The tests cannot be completed when the temperature is below 45. Again, the cold
weather provides us with lower conductivities.
(3) If the soil is too wet, we cannot perform the testing until it has reached a moisture
content of 45% or less.
3) Fertility sampling is also required.
