Based on the compliance evaluation inspection conducted by Thad Valentine on June 08, 2023, the Raleigh Regional Office cannot approve your request at this time. According to Mr. Valentine there have been samples taken for only (2) quarters. Ideally a minimum of eight (8) to ten (10) analytical and qualitative samples are needed to support the assertion of similar or less stormwater pollution potential in the sub -drainage areas to be represented. When evidence supports ROS after eight (8) to ten (10) analytical and qualitative sample events, you may request ROS consideration from this office. I reviewed the analytical data for outfalls 1,2,3,4 & 5 from November of 2022 and March of 2023 since the permit issuance date of November 10, 2021. The outfalls on site all originate from drop inlets in the gravel parking lot or from the loading/unloading docks. The docks are utilized for loading and unloading eggs and chicks. SDO-1 drains from the dock where eggs come in and are off loaded. S130-2 drains the back lot. SDO-3 & 4 drain from docks that load and unload chicks and empty containers S130-5 drains from the back side of the building and possibly the treatment area The lot on the NW side of the building has roll off dumpsters and trash dumpsters, a silo that is used to off load chicken waste into trucks and the underground waste tank that drains to a leach field. This drainage area has not been sampled and needs to be added to the sample outlets. There is a low area that this area drains to that can be used to sample. The construction of permanent berms or the use of temporary berm material can be used to assist with acquiring this sample, if needed. The ROS request is for Outfall (SDO) 3 to be representative of SDO-1,2 & 4 At this time there have only been two samples taken with the results being somewhat similar, but with some variations. I will need to have more analytical data to properly analyze whether the outfalls are representative of each other before I can approve a (ROS). For this reason the (ROS) is not approved.
