Specifically, a Certificate of Public Convenience and Necessity has not been submitted (nor has a letter from the NC Utilities Commission stating an application has been received), as requested via email from staff with the Division of Water Resources on February 13 and March 2, 2023. The Division understands that this information may be delayed. Therefore, your application is deemed incomplete and is being returned in accordance with North Carolina General Statute §143-215.1. Additional items are also missing from the application (or may need to be updated) as specified below: 1) Please provide a copy of the signature delegation and ensure that all information in Part I of the application is updated and complete. 2) Part V, Item 3 must be completed. 3) As stated previously, Part VI, Item 1 regarding a Certificate of Public Convenience and Necessity (or application letter) must be checked and completed. Items 2 and 3 must also be completed (and N/A indicated where applicable). 4) Part VI, Item 6, should be verified and completed. 5) The Flow Tracking for Sewer Extension Applications (FTSE 10-18) may need to be updated prior to resubmittal. Farmer, PE certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal circumstances, given the implementation of the planned improvements identified in tie planning assessment where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available data. This certification applies to those items listed above in Sections I and 11 plus all attached planning assessment addendums for which I am the responsible party. The pfroportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for 118% % and 0.203 MGD of the Available Capacity (E) in Pump Station Winston Pointe ; and that b. The rate of activation of this obligated, not yet tributary capacity is currently approximately 0.050 MGD per year; and that c. A funded Capital Project that will provide the required planned capacity, namely _Winston Pointe W WPS Upgrade is in design or under construction with planned completion in Fall 2023 ; and/or d. The following applies: A modifciation to permit W0021195 for the Winston Pointe WWPS has been approved and the porject is underconstruction. Equalization (0.45 MG) will be added to the facility and the pumping rate increased to 5000No flow can be accpeted from this project until the improvements at the Winston Pointe T WWPS are in operation. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant Iikelihood of over -allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system. The pToportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for 39 - % and 0.528 MGD of the Available Capacity (E) in Pump Station Josephine ; and that b. The rate of activation of this obligated, not yet tributary capacity is currently approximately 0.2 MGD per year; and that c. A funded Capital Project that will provide the required planned capacity, namely Annandale Phase 2-3 _ _ is in design or under construction with planned completion in early 2023 ; and/or d. The following applies: Annandale Phase 2-3 will divert flow from the Heritage Farm WWPS allowing the station to be adandoned. Flow that now reaches the Jose hine WWPS W 0028867mod will be diverted to the Remmington WWPS (W0039590 via gravity. This will reduce the actual flow load to the Josephine WWPS by an average daily flow of 0.0155 MGD and the paper flow by 0.0109 MGD. A second project under design will also divert flow from the Cleveland K-5 W0017118 to the Remmington Station. This will reduce the actual flow load to the Josephine WWPS b+ an additional 0.0204 MGD in ADF. A planning assessment for Kaw Creek PS (see example data above) may be performed to evaluate whether there is significant likelihood that needed improvements or reductions in obligated flows will be in place prior to activating the flows from the proposed sewer extension project. If the system decides to accept the flow based on a planning assessment addendum, it is responsible to manage the flow without capacity related sanitary overflows and must take all steps necessary to complete the project or control the rate of flow to prevent sanitary sewer overflows. The planning assessment may identify a funded project currently in design or construction, or a planned project in the future not yet funded but in a formal plan adopted by the system. The system should carefully weigh the certainty of successful timely project completion for any expansion, flow management diversion or infiltration and inflow elimination projects that are the foundation of a planned solution to capacity tracking and acceptance compliance.
