Director Betty McDaniel 292 Chandler Mill Road Pelham, North Carolina 27311 NORTH CAROLINA Environmental Quality May 17, 2023 SUBJECT: Compliance Evaluation Inspection NPDES General Wastewater Discharge Permit - NCG550000 Certificate of Coverage: NCG550287 Single Family Residence 292 Chandler Mill Road, Pelham Rockingham County, North Carolina Dear Ms. McDaniel: On April 19, 2023, Division of Water Resources staff Jim Gonsiewski conducted a routine compliance inspection of this permitted facility. As owner, you were present for the inspection. A review of all treatment units was completed. Findings from the inspection are summarized in the enclosed report. Two areas of noncompliance with the permit are described below. Observations made during the inspection indicated that the system appeared to be operating properly. Mr. Gonsiewski provided you with a list of the proper chlorine tablet type and commercial sources of the tablets. Please ensure that the septic tank is pumped out every three to five years. Additionally, if you have not done so already, please fill out the enclosed Permit Name/Ownership Change Form and submit it to the address noted on the second page of the form. The following areas of noncompliance were noted: You are required to have the discharged water sampled and analyzed by a certified laboratory annually. The sampling event will need to be coordinated with your neighbor at 290 Chandler Mill Road, Rodney Hodges, since the treated water from both systems reportedly discharges from the same effluent pipe. Records of monitoring should be maintained for at least 3 years. At any time, the Division may request to review documentation required to be kept by the Permit to determine compliance with its conditions. Attached please find a list with the names and phone numbers of two laboratories. Additionally, you are using an incorrect type of chlorine tablet. The tablets used should contain calcium hypochlorite. As mentioned above, you were provided a list of the proper chlorine tablet type and commercial sources of the chlorine during the inspection. Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On April 19, 2023, Division of Water Resources staff Jim Gonsiewski conducted a routine compliance inspection of this permitted facility. Betty McDaniel, property owner, was present during the inspection. A review of records, treatment components, and system operations was completed. This inspection reflected non-compliance with the subject permit. The septic tank is located on the west side of the house. Waste flows from the residence to the septic tank, to the sand filter, and then to the chlorinator tubes. At that point, according to homeowner information, the discharge pipe then connects with the effluent pipe from the system at neighboring 290 Chandler Mill Road. The combined effluent pipe discharges to an unnamed tributary to Wolf Island Creek. Areas of noncompliance • The discharged effluent is required by the permit to be sampled and analyzed by a certified laboratory annually. This sampling will need to be coordinated with the neighbor at 290 Chandler Mill Road, Mr. Rodney Hodges, since the treated water from both systems discharges from the same effluent pipe. Records of monitoring should be maintained for at least 3 years. At any time, the Division may request to review documentation required to be kept by the Permit to determine compliance with its conditions. • The wrong type of chlorine tablet was being used. The tablets used should contain calcium hypochlorite. Staff provided Ms. McDaniel with a list of the proper chlorine type and commercial sources of the chlorine during the inspection. Observations: • Ms. McDaniel stated that she has the septic tank pumped every five years. The last time the tank was pumped was four years ago. Mentioned to Ms. McDaniel that this office recommends pumping the septic tank every three to five years. • No evidence of leakage or odors was noted around the system. • Water is provided by a well located east of the residence near Chandler Mill Road. • The residence was constructed in 1984. Currently, Ms. McDaniel is the only person living in the home. Her husband, Walter McDaniel, passed away in early 2023. • Ms. McDaniel needs to submit a Change in Ownership form. This was provided to her at the time of the inspection. • Mr. Hodges provides assistance to Ms. McDaniel with the operation of her system since her husband passed away.
