Subject: NOV Response to NOV-2023-LV-0358

Dear Mr. Davison,

We have reviewed the permit violation NOV-2023-LV-0358 for Permit #NC0026573. It
has been determined the cause of the violations to be hydraulic overloading due to high peak
flow from a rain event. Over 2.5 inches of rain fell in area over on the night of April 27th and
early morning of April 28th. POTW utilized all available peak storage during the high flow, with
a peak of 20 MGD spanning several hours, but was unable to maintain secondary sludge levels
from the excess flow, causing hydraulic overloading.
Mr. Daniel Boss of NCDEQ contacted me concerning the violations and we spoke at
length over the phone of the situation of the POTW. Mr. Boss concluded that he would like to
visit the facility, during the scheduled inspections of various Morganton permits, to get a better
idea of challenges discussed and offer any assistance.
POTW will be conducting multiple engineering studies in upcoming fiscal year,
beginning in July, concerning solids handling challenges, plant capacity of facilit y and
disinfection alternatives.
