Reference is made to Corps Action ID SAW-2021-00478 and the attached Request for Additional Information email dated
21-April-2023
The applicant has satisfied the Corps' request for additional information.
Based on the results (provided in the email below dated 19-May-2023) of a field survey for Michaux's sumac and
Smooth coneflower and the information provided in the PCN dated 14-April-2023, the Corps has determined that the
proposed activities
within the action area would have "No effect" on Michaux's sumac and Smooth coneflower.
The Corps believes that it has fulfilled its responsibilities under Section 7(a)(2) of the ESA for these species.

S&EC personnel completed the Michaux's sumac and Smooth coneflower follow up surveys today, May 19, 2023 for the
Stella View Project (Formerly known as Holder Sherron). During the evaluation, no individual plants or populations of
either species were observed on -site, or within the nearby Right-of-ways and offsite sewer connector. I have copied Julia
from the USACE because she reached out with a request for additional information regarding the PCN submittal. The
attached document includes Julia's initial email, the referenced site plan, S&EC's sketch map, as well as photo
documentation from nearby reference sites, and photos taken today during the survey. If any additional information is
needed to reach a "No effect" or "May affect, not likely to adversely affect" determination for Michaux's sumac and
Smooth Coneflower, please let me know.

The Service recommends surveys be conducted for Michaux's sumac and Smooth coneflower during the
appropriate time frames. I also recommend you make the changes in the NLEB section as we discussed the

Attached is the Threatened and Endangered species report for the Holder Sherron project located in Durham County,
NC. S&EC is submitting for concurrence. Please let me know if any additional information is required. The field work for
this was completed November 17, 2020 and the official species list was updated February 26, 2021.
