o The description of Impact area 1 states that it is due to the City's vertical road requirements and the
impact map states the impact type as road crossing. However, the PCN states the impacts to the buffer
for stormwater drainage.
o Please confirm how this impact fits under the Neuse Buffer Rule and confirm which specific criteria of
15A NCAC 02B 0.714(9) this bypass meets. Please confirm that the discharge will not cause erosion to
the buffer or receiving channel and will not cause a water quality standard violation.
