However, the PCN states the impacts to the buffer for stormwater drainage. Per the proiect engineer: The City of Durham's vertical profile requirements limit the slope on the proposed streets near intersections. This results in flatter grades and more fill which results in additional buffer impacts. o Please confirm how this impact fits under the Neuse Buffer Rule and confirm which specific criteria of 15A NCAC 02B 0.714(9) this bypass meets.
