o The description of Impact area 1 states that it is due to the City's vertical road requirements and the
impact map states the impact type as road crossing. However, the PCN states the impacts to the buffer
for stormwater drainage.
Per the proiect engineer: The City of Durham's vertical profile requirements limit the slope on the
proposed streets near intersections. This results in flatter grades and more fill which results in additional
buffer impacts.
o Please confirm how this impact fits under the Neuse Buffer Rule and confirm which specific criteria of
15A NCAC 02B 0.714(9) this bypass meets. Please confirm that the discharge will not cause erosion to
the buffer or receiving channel and will not cause a water quality standard violation.

Per the protect engineer: The proposed storm drain meets the requirements of .0714(9)(b)(ix). The
proposed storm drain accepts runoff from off -site and upstream of the project site and is conveyed under
the proposed street to the stream as it currently drains to the stream now. The proposed impervious
area on site will be directed to the proposed SCM. So, no new impervious will drain to the proposed
storm drain outlet at the upstream end of the stream and buffer (see the drainage area below).
