Wetland Investigation Summary
Hazen investigators conducted a preliminary desktop assessment of available maps and geographic
information systems (GIS) shapefiles to determine the potential presence of jurisdictional wetlands and
deepwater habitats in the vicinity of the project. Hazen investigators then conducted a field investigation
that included identification, classification and delineation of waters of the U.S. present within the
proposed limits of disturbance. One jurisdictional stream (Twelvemile Creek) was present within the
limits of disturbance. No wetlands were present within the limits of disturbance.
Qualifications of the Investigators
Linda Diebolt
35 total years, 13 years with Hazen
Ms. Diebolt is an Environmental Scientist and Project Manager specializing in natural systems and
resources, botany, and permitting. Her experience includes stream and wetland delineation; protected
species assessments; and environmental permitting. She has extensive experience in Section 401-404
permit applications; wetland mitigation site searches; wetland mitigation design and specifications;
biological assessments; and preparation of environmental documents.
Jarrod Karl
26 total years, 8 years with Hazen
Mr. Karl is a restoration ecologist and environmental scientist specializing in ecosystem restoration and
environmental planning and permitting. He managed the City of Charlotte's stream and wetland
mitigation bank and Section 401-404 permitting program for 13 years. Mr. Karl is experienced in
mitigation site identification and prioritization, watershed condition assessments
and natural resource assessments, including stream and wetland jurisdictional determinations, stream and
wetland functional assessments, biological inventories and water quality monitoring.
