Stormwater SMART Direct Education Services
by the Piedmont Triad Regional Council (PTRC)
This Memorandum of Understanding for the undersigned local government (Local
Government), prepared by the Piedmont Triad Regional Council (PTRC), pertains to the
services provided by the Stormwater SMART (SMART) program.
WITNESSETH:
WHEREAS, the SMART and the Local Government stormwater programs have the same
basic mission of providing stormwater outreach and education; and
WHEREAS, SMART has excelled in direct education to member communities large and
small in multiple watersheds;
NOW, THEREFORE, the following direct education services will be provided.
SMART will assist the Local Government with the following tasks during the service term
related to public outreach and educational programming:
1. Provide outreach materials for target audiences that describe target pollutants and their
likely sources and impacts on water quality
2. Publish an annual newsletter/magazine for target audiences promoting environmental
literacy and stewardship
3. Maintain an internet web site at www.stormwatersmart.org conveying the program's
message
4. Distribute outreach materials to target audiences via direct mail, email, newsletter
inserts, and community events such as fairs and/or festivals
5. Post weekly on social media channels to promote the program's message
6. Contact K-12 educators annually offering educational programs to schools, summer
camps, community centers, and libraries in order to engage school-aged children in
interactive stormwater activities that correlate with NC Essential Science Standards
7. Contact community groups annually about implementing projects that improve water
quality and promote citizen science efforts, and offer opportunities for public involvement
and participation such as public meetings, cleanups, NC Stream Watch activities
8. Provide mechanisms for public input on stormwater issues and stormwater programs -
including web forms, public information sessions, and by phone at 336-904-0300
9. Coordinate and market volunteer opportunities for ongoing citizen participation

The Local Government and Stormwater SMART share responsibility in determining how specific
service objectives can be cooperatively achieved, with the understanding that SMART supplements
local efforts to comply with any regulatory requirements. The local government is highly encouraged to
send one or more representatives to SMART's quarterly steering committee meetings to collaborate on
strategies that will help the local government achieve its objectives for Public Outreach, Education,
Engagement, and Involvement. SMART will make every reasonable attempt, as permitted by available
staffing and supplies, to independently and proactively address the objectives in the Local
Government's community, and will provide updates each quarter (through quarterly meetings and
minutes) to offer opportunities for discussion and collaboration.
The period of performance under, and the term of, this Agreement will begin upon date of signature, as
long as the Local Government remains in good financial standing with PTRC and SMART membership
dues, and terminate at the end of the third fiscal year (June 30, 2024). SMART will send estimated
dues in February of each year based on the most recent population estimate from the NC Office of
State Budget and Management, followed by an invoice will provide a draft of the program's annual
report after fiscal year end, with local and regional outreach and education numbers for both mass
media and direct education, and interim metrics provided in quarterly meetings.
IN WITNESS THEREOF, the Local Government and PTRC have caused this Agreement to be
executed by their designated officers.
