The proposed pipeline maintenance of CPC's petroleum pipeline (Line 24F) is located within CPC's existing mowed and maintained right -of -way (ROW). The pipeline maintenance activity will require temporary disturbance to an emergent wetland located in Harnett County, North Carolina. For the purposes of this letter, the maintenance location is referred to as: Recoat No. 0808 -018, located south of Bethel Baptist Road in Harnett County, North Carolina (35.24812660, - 78.88276203; Figure 1). Corblu spoke to Ms. Emily Greer with the U.S. Army Corps of Engineers ( USACE), Wilmington District on June 12, 2015 and confirmed the above referenced maintenance activity can be completed under Nationwide Permit (NWP) 3(a) and (c), which does not require formal submittal of a USACE PCN. Background CPC is committed to operating their pipelines and support facilities in a manner that protects the safety of the public, environment, and its workforce. CPC routinely conducts pedestrian surveys within the existing mowed and maintained ROW inspecting the pipeline protective coating. Using inspection tools CPC has determined that the integrity of a pipeline segment (Line 24F) T 770 - 591 -9990 I �� 322.5 South Cherokee La e, Bldg. 800, Woodstock, GA 30188 . n Y corblu.com Awareness Letter— NC DWQ June 19, 2015 Colonial Pipeline Company — Pipeline Maintenance Line 24F (Recoat No. 0808 -018) Corblu Project No 02- 041901 has been jeopardized by corrosion of the existing pipeline coating. To remediate this problem, CPC will expose (i.e., unearth) the corroded pipeline segment, remove the existing coating, and replace it with a new coating. The proposed pipeline maintenance activity will restore the protective pipeline coating, which is an integral component of CPC's pipeline integrity management program. Proposed Activities in Jurisdictional Waters In accordance with the 1987 Corps of Engineers Wetlands Delineation Manual', "Rapanos" guidance and the regional supplement for the Eastern Mountains and Piedmont Regionz, Corblu conducted a field delineation of jurisdictional waters on May 11, 2015. Jurisdictional waters (one emergent wetland) were observed at the maintenance location Recoat No. 0808 -018 (Figure 2; Appendix A), in CPC's existing and maintained ROW. To prevent groundwater from collecting in the excavation area during the maintenance activity CPC proposes to place a trench box, as needed, around the pipeline, and pumps will be used to dewater the excavated pipeline segment (Appendices B and C). The pumped water will be discharged into a vegetated upland area using a silt filter bag and staked hay bales to minimize sedimentation to the wetland (Figure 3). The excavated wetland soils will be temporarily stored in the wetland area and placed on geotextile fabric and ordered separately [topsoil (top 12 inches) and subsoil]. These soils will be returned to the excavated trench and existing contours restored following the completion of the proposed maintenance activity. CPC's standard erosion control practices will be employed during the maintenance activity (Appendix D). Upon completion of the above referenced maintenance activity, the disturbed wetland area will be revegetated using a wetland seed mix and straw to stabilize the recently disturbed soils at the maintenance location. The Line 24F, Recoat No. 0808 -018 pipeline segment extends approximately 200 linear feet (excavation area 0.14 -acre) in an upland and wetland area within CPC's existing and 1 Environmental Laboratory. 1987. The proposed excavation area within the emergent wetland area is approximately 0.11 -acre. The jurisdictional water disturbance is temporary, minimal, and limited to CPC's existing mowed and maintained ROW. Protected Species The U.S. Fish and Wildlife Service (USFWS) have identified three species as potentially occurring in Harnett County, North Carolina. These species include the rough -leaf loosestrife (Lysimachia asperulaefolia), Cape Fear shiner (Notropis mekistocholas), and red - cockaded woodpecker (Picoides borealis). No suitable habitat for the above listed species were observed within the proposed maintenance location (Recoat No. 0808 -018) in CPC's mowed and maintained ROW. Further, no individuals were observed during the site visit; therefore, no impacts to the protected species are anticipated. Federal and State Permit Compliance Based on our recent discussion with Ms. Greer and past precedent with the U.S. Army Corps of Engineers, Wilmington District ( USACE) regarding CPC routine maintenance activities, we believe that the proposed temporary disturbance to waters of the U.S. associated with the described activity are authorized by rule under NWP 3(a) and (c). The proposed CPC maintenance activity will be complicit with all NWP General Conditions as specified in the Federal Register (Vol. 77, No. 34, dated February 21, 2012), as well as USACE Wilmington District NWP Regional Conditions. Specifically: 1) appropriate sediment and erosion control measures will be employed; 2) pre- existing contours will be restored following the completion of the maintenance activity; and 3) the project will be carried to completion as expeditiously as possible to minimize the period of disturbance. With regards to the State of North Carolina DWQ, the above referenced maintenance project requires written approval for use of Water Quality Certification No. 3883 (Maintenance). The proposed maintenance activity in CPC's ROW within an emergent wetland exceeds the temporary wetland impact threshold of 0.10 -acre. There will be no disturbances to adjacent jurisdictional waters located outside of CPC's existing ROW. Based on this submittal, we respectfully request authorization for the aforementioned temporary disturbances to the emergent wetland pursuant to NC DWQ Water Quality Certification No. 3883 for required pipeline integrity maintenance. Description This section defines the sod erosion and sediment control measures that Colonial Pipeline Company will implement during and after inspection and repairs of the pipeline are complete. The objectives of this plan are to establish general guidelines for controlling erosion and sedimentation and to specify criteria for sensitive or particularly susceptible soil areas. The plan incorporates measures to control erosion and sedimentation:, including m►nimi2 g cover removal, Iiiniting the.time of exposure, limiting the flow of water onto the disturbed right -of =way, and filtering or settling out sediment from water flowing from the right -of -way. The primary objective of the soil erosion and sediment control plan is to reduce the area and duration of soil disturbance and reestablish permanent vegetation as soon after construction as possible, thereby minimizing long -term erosion and sedimentation. Some erosion is inevitable during construction, however, the plan includes measures to reduce erosion to the minimum practical. Colonial Pipeline Company plans to reduce soil erosion and provide sediment control during the repair of the pipeline at the project site by incorporating the following measures: • Water pumped from the construction area as part of the dewateriug operation from the excavation will be filtered through silt filtration bags and discharged to a well vegetated area. • All work wM be confined - within the existing right -of -way. Staked hay bales and silt fence will be inshglled.around the worksite'and. maintained until vegetation is established. Proper contmb war be added if necessary during construction. • All terms and conditions within Nationwide Permit g will be followed. • Erosion control measures will be installed prior to conducting any soil disturbing activities associated with the pipeline maintenance activity. • Clearing of vegetation will be kept to an absolute minimum and confined to the existing pipeline easement area. The easement area is So feet in width and devoid of large trees. The right of way is vegetated with undergrowth grasses and other short vegetation. • Vegetation will be reestablished within disturbed areas and along stream banks as soon as possible upon completion of work. Disturbed areas will be seeded with a wetland seed mixture • All erosion and sediment control measures will be inspected every two weeks at a minimum and after every significant rainfall event of 0.5 inch or more until disturbed areas have been stabilized. Identified damages to control measures must be repaired immediately. Refuse and Waste Disposal Colonial's representative will not allow the Contractor to discard any litter, including paper, bottles, cans, mss, sacks, welding rod stubs, fuel, crankcase draining, coating. materials, equipment, and junk pipe in the ditch or along the right -of -way. All refuse must be collected and disposed in accordance with company specifications. Personnel will be instructed regarding the correct procedure for waste disposal. Maintenance /inspection Procedures The following inspection and maintenance practices will be implemented to maintain erosion and sediment controls. 1. All control measures will be inspected every two weeks at a minimum and following any storm event of 0.5 inch or greater. 2. All control measures will be maintained in good working order. If a repair is necessary, it wM be initiated within 24 hours of the report. s. Built -up sediment will be removed from silt fences when it has reached one -third the height of the fence. 4. Silt fences will be inspected for depth of sediment, tears, secure attachment of the fabric to the fence posts, and firm placement of the fence posts in the ground. 5. Temporary and permanent seeding and planting win be inspected for bare spots, washouts, and healthy growth. 6. Colonial Pipeline Company will select individuals to be responsible for inspections, maintenance and repair activities, and completion of the inspection and maintenance report Personnel selected for inspection and maintenance responsibilities will receive training from Colonial Pipeline Company or its representative. Personnel must be trained in all practices necessary for maintaining the erosion and sediment controls used on -site.
