HomeMy WebLinkAboutCalebRoadTract_Wetland_Buncombe_NCWRCComments® North Carolina Wildlife Resources Commission 9 Cameron Ingram, Executive Director June 5, 2023 Ms. Amanda Fuemmeler U.S. Army Corps of Engineers, Regulatory Branch 151 Patton Avenue, Room 208 Asheville, North Carolina 28801-5006 SUBJECT: Caleb Drive Tract — Version 2 Wetland, Buncombe County Dear Ms. Fuemmeler: Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed an application to fill 0.464 acre of wetland for the development of construction business structures in Buncombe County. An earlier version of this permit application was reviewed in January of 2023. Our comments on this application are offered for your consideration under provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). Project activities should not impact wild trout reproduction and a trout moratorium is not required. The project involves construction of storage buildings, a parking lot, and drive. Part of a larger wetland will be filled to allow for the construction of this infrastructure. The wetland is rated as Medium via NCWAM; we recommend that the mitigation ratio for this project be 2:1. The remaining wetland should be taped off and erosion and sediment control measures used to minimize any impacts to it from the construction.
