Brent Collins, EMA Resources, was present during the entire inspection. A review of storage structures, hauling and application equipment, application field, and records was complete. This review reflected noncompliance with the subject permit. The following deficiency was noted: A. At the time of inspection, residuals were visible on the ground surface leading to a storm drain. Staff located the outlet of the storm drain and found residuals in approximately 100ft of the ditch. Per Permit Condition 111.1 the Permittee shall operate and maintain the residuals management program as a non - discharge system. Residuals were removed from the storm ditch by May 27, 2023. Moving forward, boom or socks may need to be placed around the storm drain to prevent future residuals discharges. Please refer to the enclosed inspection report for additional comments and observations. The landowner will be provided with a summary of nutrients applied after activities are completed. • The fields are going to be planted in pearl millet. PAN for DV-08-05 is 167 for pearl millet hay, and 198 for DV-08-06. • A sludge judge is used to make a composite sample. • The application rate was 3x6200 gallon tanker/ac, with --6lbs PAN/6200 gallons. • The Class B application map was used, and Class A buffers were maintained.
