There's a fairly long history with this site. When we first permitted the storage facility in May 1996, Mr. Britt claimed that he did not own the adjacent smaller Tract 2. The approved 1996 plans indicate that the owner was Fred Klose. I only just recently found out that Mr. Britt did in fact purchase Tract 2 on August 31, 1995, six months before he submitted the application for the storage facility. It was never part of the storage facility Tract 1. In August of 1997, Angela Faison with Fender County Planning asked the Division to investigate the situation with Tract 2. It was determined that the development on the smaller tract was not a continuation of the original development, and since it did not disturb >1 acre by itself, a stormwater permit was not required for the smaller tract. Both Tracts 1 and 2 were sold to 17 Storage LLC under one deed of conveyance and the 960208 permit was transferred to 17 Storage LLC on January 29, 2016. So, as it stands now, the smaller graveled Tract 2 (now paved) is not subject. The gravel was already counted as BUA for that small tract, so paving it doesn't create more impervious surface. If the owner or lessee were to propose to disturb >1 acre or add 10,000 sf or more of BUA to Tract 2, then that would require a separate stormwater permit for Tract 2. Hope that helps. Case H SDP-2018-34 Allen Edwards, LLC, applicant, on behalf of 17 Storage, LLC, owner, is requesting approval of a minor site development for the operation of a Motor Vehicle and Parts Dealer establishment (NAICS 411). The subject property is located at 13472 US HWY 17 in the Topsail Township and may be further identified by Pender County PIN 3282-42-6492-0000. The subject property is zoned GB, General Business zoning district. According to the applicant, the proposal is to use the existing ±644 sq. ft. structure to operate Sports and Imports Automotive, which is an established used vehicle sales business. This structure currently has one restroom facility. The applicant is leasing this property from 17 Storage, LLC, and does not propose any interior modifications on this existing structure. The applicant did note that the owner plans on repainting this structure. The applicant intends to use the existing paved parking lot to show and sell approximately 20-25 used vehicles at a time. Prior to July 5, 2018, this was a gravel parking lot, however, on July 5, 2018, the owner paved the lot using black asphalt. The exact dimensions of the parking lot are unknown at this time, but based upon aerial photography and approximate measurements, it appears that the parking lot is±17,489 sq. ft.
