Dear Mr. Britt:
The Wilmington Regional Office received the Stormwater Application for Britt's Self Storage on February 9, 1996, with
final information on May 17, 1996. Staff review of the plans and specifications has determined that the project, as
proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding
Permit No. SW8 960208 dated May 29, 1996, to Britt's Self Storage.
This permit shall be effective from the date of issuance until May 29, 2006, and shall be subject to the conditions and
limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements in this permit.
Failure to establish an adequate system for operation and maintenance of the stormwater management system will result
in future compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an
ajudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be
in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447. Unless such demands are made this
permit shall be final and binding.

the provisions of 15A NCAC 2H .1000'(hereafter referred to as the "stonnwater ndes') and the approved
stormwater management plans and specifications and other supporting data as attached and on file with and
approved by the Division of Environmental Management and considered a part of this permit.
This permit shall be effective from the date of issuance until May 29, 2006 and shall be subject to the following
specified conditions and limitations:
I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater described in the
application and other supporting data.
2. This stormwater system has been approved for the management of stormwater runoff as described on
page 3 of this permit, the Project Data Sheet. The stormwater control has been designed to handle the
runoff from 31,800 square feet of impervious area.
3. Approved plans and specifications for this project are incorporated by reference and are enforceable
parts of the permit.

4. No property owner/developer shall fill in, alter, or pipe any vegetative practices (such as swales) shown
on the approved plans as part of the stormwater management system without submitting a revision to
the permit and receiving approval from the Division.
5. The tract will be limited to the amount of built -upon area indicated in the supporting calculations and
per approved plans.
6. The permittee is responsible for verifying that the proposed built -upon area does not exceed the
allowable built -upon area.
7. The following items will require a modification to the permit:
a. Any revision to the approved plans, regardless of size.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area.
e. Further subdivision of the project area.
f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan.
In addition, the Director may determine that other revisions to the project should require a modification
to the permit.
8. The Director may notify the permittee when the permitted site does not meet one or more of the
minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall
submit a written time schedule to the Director for modifying the site to meet minimum requirements.
The permittee shall provide copies of revised plans and certification in writing to the Director that the
changes have been made.
H. SCHEDULE OF COMPLIANCE
The permittee will comply with the following schedule for construction and maintenance of the
stormwater management system:
a. The stormwater management system shall be constructed in it's entirety, vegetated and
operational for it's intended use prior to the construction of any built -upon surface except roads.
b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will
be. repaired immediately.

2. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted
stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must
be followed in it's entirety and maintenance must occur at the scheduled intervals including, but not
limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal, based on results of inspections. Pond depth must be maintained at 2'.
C. Mowing side slopes during the growing season.
d. Immediate repair/revegetation of eroded areas and sideslopes.
e. Monthly, or after a runoff -producing rainfall event, debris removal and unclogging of outlet
structure, orifice device and collection system, including catch basins and piping.
f. Access to the outlet structure must be available at all times.
3. Records of maintenance activities must be kept and made available upon request to authorized personnel
of DEM. The records will indicate the date, activity, name of person performing the work and what
actions were taken.
4. This permit shall become voidable unless the facilities are constructed in accordance with the conditions
of this permit, the approved plans and specifications, and other supporting data.
5. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation
of this permitted facility, a certification must be received from an appropriate designer for the system
installed certifying that the permitted facility has been installed in accordance with this permit, the
approved plans and specifications, and other supporting documentation. Any deviations from the
approved plans and specifications must be noted on the Certification.
6. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a
minimum of ten years from the date of the completion of construction.
III. GENERAL CONDITIONS
This permit is not transferable. In the event there is a desire for the facilities to change ownership, or
there is a name change of the Permittee, a formal permit request must be submitted to the Division of
Environmental Management accompanied by an application fee, documentation from the parties
involved, and other supporting materials as may be appropriate. The approval of this request will be
considered on its merits and may or may not be approved.
2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to
enforcement action by the Division of Environmental Management, in accordance with North Carolina
General Statute 143-215.6(a) to 143-215.6(c).
3. The issuance of -this permit does not preclude the Permittee from complying with any and all statutes,
rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and
federal) which have jurisdiction.

4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions,
the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement stormwater management systems. Worn
out components will be repaired/replaced per the approved design specifications.
5. The permittee grants Regional Office Staff permission to enter the property for the purpose of inspecting
all components of the permitted stormwater management facility.
6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for
a permit modification, revocation and reissuance or termination does not stay any permit condition.

The Wilmington Regional Office received your fax requesting an investigation into the grading
activities on the property adjacent to Britt's Mini Storage off Highway 17 in Pender County. The storage site
received a permit in May, 1996 for an alternative detention pond / filter system. The adjacent property was
excluded from the permit because Mr. Britt claimed he did not own it. The plans list a Fred W. Klose as the
owner.
If the adjacent disturbance was less than 1 acre, and did not require a CAMA Major Permit, then the
stormwater regulations do not apply. If, however, the Land Quality Section determines this site to be a
phased development or a continuation of a previously permitted disturbance, then a Stormwater Permit can
and will be required. I have copied Ms. Janet Paith with the Land Quality Section and respectfully request
her to contact you at 259-1202.

Mini Storage on March 28, 1996. A preliminary review of that information has determined that the
application is not complete. The following information is needed to continue the stormwater review:
Please reference the equation you used for determining TSS removal efficiency criteria, and
define all parameters. You state that Q <Qa, but Q is never determined. What are Z, b, Ks,
and vo? t
2. Please revise your detention detail to show the 2' depth. The detail last submitted shows a
depth of only 1'.
3. Please remember that revisions in one part affect other parts of the plan. Please review this
project for completeness prior to resubmittal, and check that all assumptions are written, all
equations are referenced, calculations are complete from start to finish, and details are
complete and conform to the numbers in the calculations.
4. Please delineate the contours as provided for the detention area. If the plan sheet is too
busy, provide a separate sheet, sealed, showing the area in contour, with all necessary
details.
5. Where in the calculations do you determine that you have met one of the two discharge
options required for alternative systems?

Dear Linda:
I am in receipt of your February 29, 1996 request for additional
information for the referenced project.
The following will address each of the listed concerns.
1. Please find enclosed the results from each of the three water
samples taken at a location one-half mile from the site as
scaled from the previously submitted maps. Three were taken to
insure the one-half mile criterion was met. All sample
results were approximately 10% of the 500 PPM requirement or
less.
2. The results of the chlorides analyses illustrate detention is
an option: the system was designed to incorporate a detention
area.
3. Infiltration was not considered due to the results of the
chlorides tests.
4. Please find enclosed a design which meets the pre -post
discharge requirement for the one year 24 hour storm for the
developed site, which does meet 85% TSS removal.
If any additional information is required or any questions arise,
please do not hesitate to contact Mr. Smith or myself.

The Wilmington Regional Office received a Stormwater Management Permit Application for Britt's
Mini Storage on February 9, 1996. A preliminary review of that information has determined that the
application is not complete.
Because this site is unique in that a stormwater plan is being done after the constuction; the
stormwater controls must be considered innovative; and the site does drain to SA waters, the following
information is needed to continue the stormwater review:
1. A chlorides test must be performed in order to be able to allow the proposed detention.
J2. If detention is an option based on the results of the chlorides test, the system must
demonstrate compliance with one of the provisions in #4 below.
�l 3. If detention is not an option based on the results of the chlorides test, then an infiltration
system in accordance with .1008 (d) will be required. The design storm will be 1-1/2", as
required by .1005 (2)(b)(ii).
4. The alternative design criteria stipulate that you must demonstrate the ability to remove 85 %
TSS, and one of the following: the discharge rate following the design storm shall be such
that the runoff volume draws down to pre -storm stage in 2-5 days; or, the post -development
discharge rate shall be no larger than the predevelopment rate for the one year 24 hour
storm. The dry detention coupled with the 50' vegetated filter will provide 85 % TSS
removal, however, you have not indicated compliance with one of the remaining
requirements.

The alternative design criteria as described in .1005 (2)(b)(ii) are new, and have generated more
than their share of questions from the review staff. I have discussed this site in detail with the Central
Office and the comments given here reflect their concerns as well as certain interpretations that I was not
aware of at the time of our meeting.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to March 29, 1996, or the application will
be returned as incomplete. The return of a project will necessitate resubmittal of all required items,
including the application fee.

BRITT'S SELF STORAGE Pender County
Narrative - Storm Water Submittal
This project is located on a 1.8191 acre site (Garrason) in
Pender County on U.S. 17, approximately 0.35 miles south of
the US 17 and SR 1582 intersection. The development
consists of disturbing approximately 1.17 acres of the tract
to construct a mini storage facility rendering approximately
.73 acre impervious, including the entrance road within the
highway right of way (approx. 40%).
The project is located over 1.5 miles northwest of the ICCW
(Scaled D.O.T. highway, Pender County).
The treatment of storm water proposed is to construct a
level spreader across the rear of the site which will
diffuse the existing two flumes. The discharge will model
sheet flow for excess runoff over one inch over the
impervious area (.73 acre) over undisturbed natural
vegetation (approximately .5 acre).
No testing is necessary due to length of travel to the
surface waters, greater than the direct measure of
approximately 1 mile and the minor development of the small
tract.
