Guidelines for Access: The staff of Wilmington Regional Office is dedicated to making public records in
our custody readily available to the public for review and copying. We also have the responsibility to the
public to safeguard these records and to carry out our day-to-day program obligations. Please read
carefully the following guidelines signing the form:
1. Due to the large public demand for file access, we request that you call at least a day in
advance to schedule an appointment to review the files. Appointments will he scheduled
between 9:00am and 3:001)m. Viewing time ends at 4:45pm. Anyone arriving without an
appointment may view the tiles to the extent that time and staff supervision is available
2. You must specify files you want to review by facility name. The number of files that you
, may review at one time will be limited to five.
3. You may make copies of a file when the copier is not in use by the staff and if time permits.
Cost per copy is $.05 cents. Payment may be made by check, money order, or cash at the
reception desk. Copies totaling $5.00 or more can be invoiced for your convenience.
4. FILES MUST BE KEPT IN ORDER YOU FOUND THEM. Files may not be taken from
the office. To remove, alter, deface, mutilate, or destroy material in one of these files is a
misdemeanor for which you can be fined up to $500.00. No briefcases, large totes, etc are
permitted in the file review area.
5. In accordance with General Statue 25-3-512, a $25.00 processing fee will be charged and
collected for checks on which payment has been refused.

Report". The reports summarize the findings of a rec; nt inspection of the Base's stornwater control
structures conducted on June 1, 1994 to determine compliance with Stormwater Certifications issued since
1988.

1. Building 1 side slopes were fairly bare.

Please vegetate the side slopes of the pond at Building 1.
2. Boil, ponds had standing water. A review of the original stornwater files indicates that a
hydraulic conductivity of .6 in/hr was used by J.N. Pease and Associates. Building 1 pond
storage depth is 3', and it was calculated to take 2.5 days to draw down. Building 2 pond
ti , storage depth is 1', and it was calculated to take less than 1 day to;draw down. In order
' to remain in compliance with the Certification, the ponds must draw down within 5 days
(June 6, 1994). If drawdown does not occur within 5 days, you may elect to dredge the
ponds to remove sediment build-up. If this does not improve the conductivity, the
infiltration ponds may need to be redesigned as wet detention ponds.

The orifice was running in response to a very light rain event of approximately 0.22". The
high rate of discharge observed indicated that perhaps the groundwater table had been
breached and is entering the pond. While this may not be a problem, you may wish to
verify that the water level is 10.35 MSL. A note on the plans I have on file verify that the
groundwater elevation prior to construction was within 3 feet of existing grade. This
equates to a groundwater elevation of between 17.0 and 19.0, prior to construction. In
order to remain in compliance with the Certification, the pond must provide enough storage
volume, based on overflowelevations, to store the runoff associated with 1" of water.
Adjustments in the elevations of the orifice, spillway, and outlet structure may be needed.

1. The orifice was designed to lay at a 45 degree angle, with the higher end at the invert of
6.5 (the permanent pool elevation). Two feet of storage are provided, with the wier
elevation at 8.5. During the inspection, it was noted that the orifice is submerged,
however, no significant rainfall had occurred in the past 5 days. The pond must return to
the permanent pool elevation no faster than 2 days, and no longer than 5 days. As before,
there may be groundwater causing a continuous flow in the pond. Please ascertain that the
required volume is not affected. Adjustments in the elevations of the orifice and wier may
be necessary.

It was noted during the inspection that the orifice was submerged and no flow was
observed leaving the site. Upon review of the files, the entire outlet control system was
raised 2'. Based on the comment by Mr. Hinkle that a survey shot taken recently indicated
that the elevation of one corner of the concrete spillway was at 10.10, the structure may
not have been raised by the full 2'. The centerline of the 5" orifice was approved at invert
8.5, approximately 2.5' below the lowest part of the spillway. I would judge that to be the
case at this pond, and it would appear that the pond is in conformance with the approved
plans. You may wish to consider the possibility of providing positive drainage from the
point the orifice becomes level with the concrete spillway down to the edge of the spillway.
