Stale Stormwater Management Permit No. SWR 130301
Onslow County
Dear Mr. Paul:
ROY COOPER
Governor
MICHAEL S. REGAN
Secrerary
TRACY DAVIS
Director
Effective August 1, 2013, the State Stormwater program was transferred from the Division of Water
Quality (DWQ) to the Division of Energy, Mineral and Land Resources (DEMLR). All previous
references to DWQ will remain in older stormwater permits issued prior to August 1, 2013 until they are
modified. Please note that this minor modification references DEMLR as the Division responsible for
issuance of the permit.
On January 19, 2018, the Wilmington Regional Office of the Division of Energy, Mineral and Land
Resources received a complete, minor modification application for changes to the approved plans for
Stormwater Management Permit Number SW8 130301. It has been determined that the nature of the
proposed change meets the definition of a minor modification in that it does not result in an increase in
the size of the permitted stormwater control measure (SCM) and does not increase the amount of built -
upon area. The minor modification includes the reduction in drainage area to both Pond I and Pond 2.
The area removed is being regraded to drain away from the ponds and will be permitted under the
modification to SWS 090109 as part of the, jogging trail addition. We are forwarding you an approved
copy of the modified plans for your files. Please add the attached plans to the previously approved plan
set. Please replace the previous application (S WU-101), supplements and Operation and Maintenance
Agreements with the attached modified versions.
Please be aware that all terms and conditions of the permit issued on March 27, 2013, remain in full force
and effect. Please also understand that the approval of this minor modification to the subject State
Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be approved
through this Office prior to construction. The approval of this minor modification does not preclude the
permittee from complying with all other applicable statutes, rules, regulations or ordinances which may
have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction.
If you have any questions concerning this matter, please do not hesitate to call me at (910) 796-7215 or
via email at christine.hall@nedenr.gov.
Sincerely,
C ?kc
Christine Hall

Beth / Joe,
Thanks for sending the updated documents. I've had a chance to look through 090109 and 130301 and notice the same
issue between these two project boundaries that I was trying to describe in the requests for additional information. To
help, I've attached a word document with small scans from CS101 and the drainage area map for 130301 to try to show
the area I'm concerned about. One exhibit shows the area circled in red within one project boundary while the other
exhibit shows it in the other project boundary. Can you take another look?
Also, for SW9 130301, the revised Pond 2 supplement appears to contain an error/typo in the minimum required
storage volume. The supplement lists 1,762 cf but.the calcs list 1,481 cf. Can you double check the supplement?
In the meantime, I'll move on to 081015 and get started on drafting these permits.
THANKYOU!

Joe,
I had a chance to look at the modification to SW81015 and didn't see anything technically wrong with the package. The
only clarification I have, is when you are updating CS101 showing the permitted areas based on these other comments,
can you include a note saying the permitted boundary for SW8 081015 is not fully delineated and reference back to the
overall DA exhibit? There's a lot going on with SW8 081015 and I'd rather not complicate this CS101 exhibit further by
trying to fully delineate the boundaries of SW8 081015.
Also, I did update the excel table that Beth so kindly sent over to fit on fewer pages and to add some equations to the
top table automate it a bit more (total DA, proposed BUA, and % impervious). The revised version is attached. Thanks
so much for providing it electronically!

MCB Camp Lejeune; 1/10/18 letter
Dear Christine:
Enclosed please find two revised plan sheets CS101 and two revised sheets showing the
drainage boundaries for the above -referenced project.
a) We have checked closely and modified the numbers that were transposed for the two
drainage basins. The plans, cafes, narrative and application pages were all modified.
b) We recalculated the SA/DA ratio (shown in the calculations). The pond as originally
designed still has more than adequate surface area.
c) We corrected the permit boundaries on sheet CSf 01.
Should you have any questions, please do not hesitate to give me a call.

Stormwater Management Narrative
Wallace Creek Marine Mart
SW8130301 Modification
(Construct Jogging Trail, Wallace Creek)
Contract# N40085-17-B-0121
MCB Camp Lejeune, NC
This project proposes the construction of a new 8' wide jogging trail from the Birch Street
Marine Mart to the intersection of Wallace Creek Road and Endurance Drive. The
jogging trail totals 3,227 linear feet in two segments. The total length includes two
separate timber walkways totaling 760 linear feet and various existing pavement
crossings totaling 137 linear feet. The project does not involve any other improvements
except pavement markings and crosswalk signage.
The linear project requires modification to the following existing stormwater permits:
- SW8 130301, Wallace Creek Marine Mart (This Modification)
- SW8 090109, Wallace Creek Regimental Complex - Roads
- SW8 081015, Wallace Creek Regimental Complex
- SW8 120612, North Wallace Creek -Roads and Jogging Trail
The Marine Mart permit is being modified to alter the drainage boundary to exclude
where the new jogging trail ties into the site. The jogging trail is being graded to direct
all runoff away from the two Marine Mart SCM drainage areas. There are not any other
changes proposed for the Marine Mart permit. The drainage boundary for SCM #1 is
being decreased by 40 square feet. The change in stormwater volume as a result of this
smaller drainage area is a decrease of 1 cubic foot: The drainage boundary for SCM #2 is
being decreased by 1,184 square feet. The change in stormwater volume as a result of
this smaller drainage area is a decrease of 7 cubic feet. These two minor volume changes
do not change the design of either of the two wet detention ponds.
The wet pond supplements have been revised to show the change in drainage areas.
The soils on the site are classified as Baymeade and Marvyn by the Onslow County Soil
Survey. Baymeade is described as a fine sand. Marvyn is described as a loamy fine
sand. 1.5 acres of the site will be disturbed by this project in order to construct the site
improvements.
The property is owned by the Federal Government. Previous permits have been issued
for the work area as discussed above. There is not any off -site built -upon area draining
into the site.
TA
There are not any known historic sites on the property. V

The site drains to Beaverdam Creek, a tributary of the New River. Beaverdam Creek is
classified as SB;NSW, index #19-20-2. There are not any Coastal wetlands on the site.
404 wetlands exist on the site but are all being crossed with pile supported structures.
This project does not impact any wetlands. The wetlands were delineated by Joseph C.
Avolis, PE.
The project impervious area maintains a 50' buffer from surface waters.
This project does not require post development runoff rate.

Dear Mr. Paul:
ROY COOPER

MICHAEL S. REGAN
Secretary
TRACY DAVIS
Director
The Wilmington Regional Office received and accepted a modified Express State Stormwater
Management Permit Application for the subject project on January 8, 2018. A preliminary in-depth
review of that information has determined that the application is not complete and that additional
information is needed. To continue the review, please provide the following additional information:
✓ 1. 15A NCAC 0211.1042(2): The narrative and plans indicate that the drainage areas are changing
as follows from the 2013 permit:
Draina e Area 1
Drainage Area 2
2013 permit
101,130
26,378
Proposed Reduction
-40
-1 184
Proposed 2018 Mod.
101,090
25,194
However, the other application documents appear to reverse the changes such that 40 square feet
is removed from Drainage Area 2 and 1,184 square feet is removed from Drainage Area 1. Please
confirm that the appropriate changes are being made to the respective drainage areas throughout
the application documents including the rest of the narrative, calculations, supplements, cover
plan sheet and CS 101, which summarizes the permit changes.
15A NCAC 02H.1042(2)(0: Due to the change in the percent of impervious area associated with
the 1, 184 square feet reduction in drainage area (likely Drainage Area 2 — refer to item 1), slight
adjustments to the SA/DA ratio and minimum required surface area would be expected. Please
provide calculations checking the SA/DA ratio and resulting minimum required surface area for
the appropriately impacted drainage area and, if necessary, any updated pages for the supplement.
3. 15A NCAC 02H. I 042(2)(g)(ii): In comparing the previously approved drainage and project
areas for SW8 130301 with the permit boundaries delineated on CS 101, the previously approved
Drainage Area 2 for SW8 130301 does not extends along the access road. Instead, tile permit
boundary for SW8 090109 covers this portion of the road, adjacent to the pond. Please confirm if
this change is one of the proposed modifications otherwise please adjust the project and drainage
areas delineated on CS 101 along the road to match the previously approved areas.
4. Due to the potentially minor nature of these comments, the express additional information review
fee has been waived.
Please remember to confirm that any revised information is presented consistently throughout the
application documents including calculations, supplements, narrative, and plans. Please also remember to
provide two hard copies of any updated documents per 15A NCAC 021-1.1042(2).

Subject: Wallace Creek Jogging Trail - Submittal Meeting Summary
Joe / David,
It was great to see you again today. As promised, here's a summary of the four stormwater modifications we looked at
during the Express submittal meeting.
SW8120012 — North Wallace Creek— Roads and Jogging Trail
Accepted today, 1/3/18, as a minor modification to a low density permit with a $1,000 application fee.
SW8 090109 — Wallace Creek Reeimental ComDlex Roads Permit
Need: - Larger/clearer grading plan around pond approved under SW8 130301
- Confirm the project area associated with this permit. For instance:
- the trail around the pond approved under SW8 130301 needs to be shown as part of the
project area
- the previously approved plans show a 65' project area boundary from the edge of pavement
along Wallace Creek Road, south of Birch St.
- where is the additional project area coming from?
-Two sets of plans
Permit Fee: $2,000. Major mod to an "Other" permit
SW8 130301— Wallace Creek Marine Mart
Need: - Larger/clearer grading plan around pond approved under SW8 130301
- Two sets of plans
Permit Fee: $1,500. Minor modification to a HD permit. (not increasing BUA and not increasing the size of the SCM)
SW8 081015 — Wallace Creek Regimental Complex
Need: - All drainage areas listed in the application.
- Two sets of plans
Recommend: Add future to the low density areas (East / West). We talked about bumping the percent of BUA up to
15%or so for any future improvements within these delineated drainage areas.
Permit Fee: $2,000. Since BUA is being added to the low density west and east areas, this is a major modification to
the LID portion of the permit (along with minor modifications to the HD portions of the permit).
As we discussed, I had set aside the next week to work on these submittals. Please try to get these back in here as soon
as you can so they don't get delayed. Feel free to let me know if you have any questions or concerns.

Wallace Creek Marine Mart
SW8 130301 Modification
(Construct Jogging Trail, Wallace Creek)
Contract # N40085-17-B-0121
MCB Camp Lejeunc, NC
This project proposes the construction of anew 8' wide jogging trail from the Birch Street
The linear project requires modification to the following existing stonnwater permits:
- SW8 430301, Wallace Creek Marine Mart (This Modification)
- SW8 090109. Wallace Creek Regimental Complex - Roads
- SW8 081015, Wallace Creek Regimental Complex
- SW8 120612, North Wallace Creek -Roads and Jogging Trail
The Marine Mart permit is being modified to alter the drainage boundary to exclude
where the new jogging trail ties into the site. The jogging trail is being graded to direct
all runoff away from the two Marine Mart SCM's. There are not any other changes
proposed for the Marine Mart permit. The drainage boundary for SCM #1 is being
decreased by 40 square feet and the drainage boundary for SCM #2 is being decreased by
1,184 square feet.
The soils on the site are classified as Baymcade and Marvyn by the Onslow County Soil
Survey. Baymeade is described as a fine sand, Marvyn is described as a loamy fine
sand. 1.5 acres of the site will be disturbed by this project in order to construct the site
improvements.
The property is owned by the Federal Government. Previous permits have been issued
for the work area as discussed above. There is not any off -site built -upon area draining
into the site.
There are not any known historic sites on the property.
Avolis, PT.
