On April 4, 2012, the Wilmington Regional Office received a request to revise the approved
plans for Stormwater Management Permit Number SW8 100406. The revisions include
replacing an approximate 6' x 90' strip of sod with riprap between the parking lot and the
forebay of Infiltration Basin B, and installing #57 stone in the bottom of the Basin B forebay. It
has been determined that a formal permit modification is not required for the proposed changes.
We are forwarding you an approved copy of the revised plans for your files. Please replace the
old approved plan sheets with the new ones.
On August 5, 2009, the Governor signed Session Law 2009-406. This law impacts any
development approval issued by the Division of Water Quality under Article 21 of Chapter 143 of
the General Statutes, which is current and valid at any point between January 1, 2008, and
December 31, 2010. The law extends the effective period of any stormwater permit that is set to
expire during this time frame to three (3) years from its current expiration date. On August 2,
2010, the Governor signed Session Law 2010-177, which grants an extra year for a total of four
(4) years extension. Please note that the expiration date of this permit has been adjusted to
reflect this four year extension. The new permit expiration date has been changed to December
31, 2021.
Please be aware that all terms and conditions of the permit issued on June 28, 2010, remain
in full force and effect. Please also understand that the approval of this revision to the
approved plans for the subject State Stormwater Permit is done on a case -by -case basis.
Any other changes to this project must be approved through this Office prior to construction.
The issuance of this plan revision does not preclude the permittee from complying with all
other applicable statutes, rules, regulations or ordinances which may have jurisdiction over
the proposed activity, and obtaining a permit or approval prior to construction.

Jim,
The current plans show that the whole forebay is rip rap. There needs to be some sand area for the sediment to settle.
You can stabilize the side(s) of the forebay with rip rap if necessary to avoid erosion. The current approved plan (Sheet
C-102 rev 6/21/10) does not show that the forebay as rip -rap. 1 believe that the person who you inherited this project
from had revised it to show that the forebay is rip -rap but that had not been approved. (The point of this is to make
cleaning out the forebay easier.) So just adjust the appropriate pages to show the forebay in this configuration. Then,
you can also add the 6ft of rip rap between the parking lot and the forebay which will be installed to avoid erosion in
that area. But, please make sure to label all rip rap as "rip rap" so that it could not be confused on the plans as being
"gravel" for parking because that would require a change to the infiltration basin design.

I am still a little unclear on what we need to revise. What I think we need to do is show a strip of sod between the rip

Jim,
I do not know why this was designed to have an overflow to a level spreader rather than an offline bypass to the level
spreader, but since it was done that way already we will have to leave it. As far as adding the rip rap between the edge
of the parking lot and the edge of the forebay that will replace the sod since the sod keeps eroding that will be fine
because it is essentially landscape rock and not impervious gravel. But, the forebay needs to be built such that the
sediment can be cleaned out of it easily. So, if rip rap is needed on the slope(s) to keep the wall from washing out that is
fine but please leave room for the sediment to settle in an area that is not rip -rap.

Dear Mr. Baker:
The Wilmington Regional Office received and accepted a State Stormwater Management Permit Plan
Revision Application for Marine Mart on April 4, 2012. A preliminary in-depth review of that information
has determined that the application is not complete. The following Information is needed to continue the
stormwater review:
1. The original intent of this plan revision was to add riprap between the edge of the parking
lot and the edge of the forebay, replacing the sod that keeps eroding. The plans show the
entire forebay with riprap but the cross-section shows that the bottom of the forebay is
#57 stone, 3' deep x 3' width. If you would like to keep this #57 stone for the bottom,
then it needs to be differentiated on the plans from the riprap with a different pattern.
These patterns should be shown on a legend, which needs to be added to the plans.
Also, the #57 stone width of 3' should be shown on the plans. It is not necessary to cover
the entire bottom of the forebay with this type of stone.
Srk (� / OV The spot elevations have changed significantly and appear to be incorrect. This needs to
-7 be corrected on the grading plan.
3. Please double check the plans for accuracy and make changes as needed. Revise and
resubmit two (2) copies of each revised plan sheet.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received in this Office prior to May 4, 2012, or the application will be
returned as incomplete. The return of a project will necessitate resubmittal of all required items, including
the application fee.
If you need additional time to submit the information, please mail, email or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must
indicate the date by which you expect to submit the required information. The Division is allowed 90 days
from the receipt of a completed application to issue the permit.
Please reference the State assigned project number on all correspondence. Any original documents that
need to be revised have been sent to the engineer or agent. All original documents must be returned or
new originals must be provided. Copies are not acceptable. If you have any questions concerning this
