PROJECT SUMMARY: The applicant proposes to modify an existing docking facility by reducing the width of an existing floating dock and constructing a new floating dock in line with the existing fixed pier. The modified docking facility would have a total of 4 boat slips. 405 N. Lumina Avenue, Christopher& Deborah Strickland Page Two 9. PROJECT DESCRIPTION The project site is located at 405 N. Lumina Avenue, adjacent to Banks Channel, in the Town of Wrightsville Beach, New Hanover County, According to the application, the parcel located at 405 N, Lumina Avenue has a maximum elevation of approximately 4' - 7' above normal high water (NHW) and is approximately 4,130 ft2 (0.10 acres). The lot has an existing single- family residence and private 2-slip docking facility with the high ground vegetation consisting primarily of ornamental landscaping and maintained lawn grasses. The adjacent riparian parcel to the north has an existing single-family residence with a bulkhead. The adjacent riparian parcel to the south has an existing single-family residence with a bulkhead and a docking facility. The project site has approximately 50'of shoreline frontage,currently stabilized by a bulkhead. The applicant currently maintains a private docking facility with a fixed pier, measuring approximately 182' long x 6' wide, and terminates to a fixed gazebo. The existing fixed gazebo, measuring approximately 20'long x 14'wide, has a ramp that leads to an approximately 24' long x 8'wide floating dock.There is also an existing boat lift adjacent to the north side of the fixed pier. This docking facility was previously permitted under CAMA General Permit 69380D and issued to the applicant in 2017. The CAMA General Permit authorized approximately 432 ft2 of maximum platform area. The current facility has a total platform area of approximately 472 ft2. We were unable to locate previous permit history for the existing bulkhead. The Town of Wrightsville Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Residential. The adjacent waters of Banks Channel in the project area are classified SB by the Division of Water Resources and this area is NOT designated as Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of shellfish. PROPOSED PROJECT The applicant proposes to modify an existing docking facility by reducing the width of an existing floating dock and constructing a new floating dock in line with the existing fixed pier. The modified docking facility would have a total of 4 boat slips. In order to become compliant with the maximum allowed platform area established by CAMA General Permit 69380D, the applicant proposes to reduce the width of the existing floating dock from 8'wide to 6'wide.The reduced width to the existing floating dock will decrease the total platform area of the docking facility to approximately 424 ft2, which will bring the facility's total platform area into compliance with CAMA General Permit 69380D. The applicant then proposes to construct a new floating dock, measuring approximately 6'wide x 28' long, that would be built in line with the existing fixed pier. The new floating dock would have the potential to accommodate 1 vessel on either side, for the total of 2 new slips(See Pages 1 &2 of 3).The proposed floating dock would not exceed the Town of Wrightsville Beach's established pier headline. 405 N. ANTICIPATED IMPACTS The proposed modified docking facility would accommodate 4 boat slips and would result in the incorporation of a maximum of approximately 424 ft2 of Estuarine Waters and Public Trust Area. The proposed structures would not encroach into either 15' riparian corridor setback requirement, would not exceed the %width of the waterbody and would not exceed the Town's Pierhead Line. Minor increases in turbidity can be expected during excavation and construction.
