PROJECT SUMMARY: The applicant is proposing to construct an offshore living sill, install riprap for shoreline stabilization and relocate 80 linear feet of marine mattresses. State of NC- DCR- Brunswick Town/Ft. Anderson Page Two , 9. PROTECT DESCRIPTION: To find the project site, travel west on US Hwy 74/76 out of Wilmington to NC Highway 133 South towards Southport. Travel approximately 12.5 miles to Plantation Road SE. Veer left on Plantation Road and follow it to St. Phillips Rd SE, a distance of approximately 2.2 miles. Turn left onto St. Phillips Rd SE and follow it to the project site. The address is 8884 St. Phillips Rd SE. The property is located between Plantation Rd SE to the west and the Cape Fear River to the east, and is bordered by Orton Plantation to the north and Sunny Point/MOTSU the south. Brunswick Town/Fort Anderson is a state -owned pre - revolutionary port and settlement and Civil War fort that was constructed along the western bank of the Cape Fear River. The site is approximately 129 acres in area. Four wharves and two 5 -gun batteries have been discovered along the shoreline of the property. The vast maj6rity of the nearly mile - long length of shoreline is protected with a marsh fringe composed primarily of Salt Marsh Cordgrass (Spartina alterniflora), with sparse stands of Black Needlerush (Juncus roemerianus). However, the shoreline has eroded a considerable distance landward in recent years, thereby threatening the historic wharves and batteries. In particular, the applicant has identified a threat to the William Dry Wharf, located near Battery B, and to the Roger Moore Wharf, located east of Battery A (see Sheet 1 of 34 for an overview of the site). In 2012, two general permits were issued for the installation of 500 linear feet of a marine mattress marsh revetment (GP #59233D) and for 279 linear feet of riprap (GP #59234D). In 2013, GP #57407D authorized the installation of 68 linear feet of marine mattress revetment landward of existing revetment in order to address a hot -spot that was continuing to erode at the location of one of the historic wharves. These permitted structures were intended as a short-term response and temporary fix until a longer -term shoreline stabilizing solution could be designed and authorized under the CAMA major permit process. Shoreline erosion has also been occurring landward of the marsh just east of Battery B and north of the William Dry Wharf and is undermining an existing elevated, wooden boardwalk located landward of the coastal wetlands. The waters of the Cape Fear River are classified as SC by the NC Division of Water Quality. They are not designated as Primary Nursery Area (PNA) by the NC Division of Marine Fisheries, nor open to the harvesting of shellfish. PROPOSED PROTECT: The applicant is seeking to construct shoreline stabilization structures. As proposed, the project would be constructed in three phases. Phase 1 would consist of 640 linear feet of living shoreline structure in the form of an offshore sill composed of Reefinaker "EcoSystem Units ". Each individual Reefinaker unit is constructed of multiple 4'9.5" square concrete trays, with each tray embedded with stone to increase the surface area and quality of settlement substrate. The individual trays are 12" in height (measured without the embedded stone) and are stacked around a central piling with a minimum State of NC- DCR- Brunswick Town/Ft. Anderson Page Three embedded of 28'. The trays are custom constructed to account for water depth and design specifications at the site. Each unit is then individually installed to also meet site conditions and design specifications and can be modified as needed to improve the structure's efficacy. The permeable multiple tray design allows for water exchange and passage of small organisms in addition to significantly reducing the overall footprint of the structure, as compared to a typical riprap sill structure of similar height. Geotextile fabric and bedding stone may be placed under the structure to minimize scouring. As proposed, the overall length of Phase 1 would measure 640 linear feet and would protect both Roger Moore and William Dry Wharfs (see Sheet 1 of 34) with two separate structures. The two sills would be constructed in multiple sections of varying length and at varying angles to encompass the entire extent of the two historical wharves (see Sheets 3 and 4 of 34). The general structure location is proposed between the 4' and -5' contour, relative to Mean Low Water (MLW). This equates to an average distance of approximately 100' waterward of Mean High Water (MHW), and a maximum distance of 180' waterward of MHW. Individual units are joined together with composite "C" Channel to increase stability of the sections. The sills would measure approximately 10' in height, as measured from the bottom substrate. The structures would extend approximately 1.5' above the MHW line and would be marked at 50' intervals with reflective material at a height of at least 3' above MHW. No marsh planting or fill is proposed landward of the proposed structure. Two separate 100' lengths of riprap are also proposed as part of Phase 1. One section would fill the gap between the two previously permitted sections of riprap along the northern part of the shoreline adjacent to "Battery A" and the second 100' length would protect the shoreline along the existing boardwalk from additional erosion. The riprap would measure approximately 10' in base width and would measure approximately 5' -8' in height. Please note the riprap on Sheet 8 of 34 appears much wider than 10' due to the oblique angle of the cross - section and angle of the shoreline as it is depicted. The consultant confirmed that the base width of material is proposed at 10' in width, as shown on in the typical side view plan on Sheet 26 of 34, although the overall width of the riprap will likely exceed 10' due to the slope of the shoreline, as is shown. Also, because they are proposing to align the rock with the existing riprap, additional shoreline erosion may in turn require additional material to achieve proper alignment. Relocation of approximately 80 linear feet of marine mattresses is also proposed in Phase 1. The marine mattresses would be relocated waterward of their existing alignment to attain a straighter shoreline parallel configuration. The existing mattresses to be relocated were required to be installed in their current configuration due to the constraints of the general permit (see Sheet 4 of 34 for project details). They would remain at their current height of 3' and, 6' base width (see Sheet 27 of 34). Phase 2 would consist of the construction of approximately 1,965 linear feet of Reefinaker living shoreline sill. It would join the two structures from Phase 1 (again still maintaining individual sections with an overall average 100' section length) and would also extend the sill both north and south (see Sheet 1 of 34). Anderson Page Three again be constructed in multiple sections, each section measuring approximately 100' in length, 5' in width and 10' in height. The overall Phase 2 structure is primarily proposed between the -4' and -5' contour, relative to Mean Low Water (MLW), with one short section extending out to the -6' contour due to a change in the orientation of the shoreline in this location (see Sheet 3 of 34). The overall structure would be located an average distance of approximately 110' waterward of Mean High Water (MHW), and a maximum distance of 250' waterward of MHW. The structure would also extend approximately 1.5' above the MHW line and would be marked at 50' intervals with reflective material at a height of at least 3' above MHW. No marsh planting or fill is proposed landward of the proposed structure. Phase 3 proposes an additional 2,600 linear feet of Reefmaker structure too complete stabilization of the shoreline. Phase 3 would be similar in nature to the sills constructed in the first two phases, although the applicant acknowledges that depending on funding and the efficacy of the first two phases of the project- the design may be changed in the future, in which case they would coordinate agency approval via a modification request of any permit issued. The overall structure would be located an average distance of approximately 250' waterward of Mean High Water (MHW), and a maximum distance of 600' waterward of MHW. All proposed work would be located outside of the federal channel setback but within the federal channel right -of -way. 10. ANTICIPATED IMPACTS: Construction of all three phases of the Reefmaker structures, as currently proposed, would result in the filling of approximately 26,125 square feet (0.60 acres) of shallow bottom (Estuarine Waters and Public Trust Area). An additional 1,400 square feet of shallow bottom Public Trust Area and Estuarine Waters would also be filled in association with the riprap and marine mattresses and an additional 2,000 square feet of shoreline above MHW would be filled as a result of the proposed riprap. Shallow bottom impacts of the sill are greatly reduced when compared to the fill required for a similar riprap structure. No wetland impacts are proposed and the sill could serve to eventually increase coastal wetland area due to settlement behind the sill. While this structure could serve to convert open water shallow bottom habitat to coastal wetland habitat, no significant impacts to navigation or natural resources are anticipated due to the vast width of the Cape Fear River. There has been interest expressed by NC Coastal Reserve (NCCR) and researchers at the University of NC at Wilmington in monitoring this project and studying shoreline changes and wave energy, sediment dynamics, and the project's impacts on marsh vegetation, primary productivity and shellfish populations. Project narrative: Background /Existing Conditions /Previous Efforts Brunswick Town /Fort Anderson (BTFA) is a state -owned historic site on the west bank of the Cape Fear River in Brunswick County administered by the North Carolina Department of Cultural Resources' ( NCDCR) Division of State Historic Sites and Properties (Figure 1). NCDCR is seeking protection from rapid shoreline erosion from constant tidal forces and dynamic wave action at the BTFA historic site. Ongoing shoreline erosion has exposed a buried colonial -era wharf that is rapidly being destroyed, and is undermining Civil War -era earthwork batteries and three other colonial era wharf sites. Research by archaeologist Stanley South identifies at least four colonial wharves and two five -gun batteries along the BTFA coast (Figure 2). The continued existence of these wharves and batteries is now under grave threat. In 2006, the United States Army Corps of Engineers (USACE) completed the task of deepening and widening the river channel from Wilmington to the Atlantic Ocean. In spring 2008, BTFA staff noticed an increase in erosion along the site's river shoreline. The coastal erosion is accelerating and is quickly uncovering the colonial -era wharves and batteries. Many other historical archaeological artifacts, like colonial shoe buckles and Spanish clothing for example, are constantly being uncovered and lost. This permit application presents a long -term remedy to arrest the shoreline erosion before the irreversible loss of one of the few extant colonial -era wharf complexes on the U.S. East Coast and some of the best preserved Civil War earthen fortifications in the country. Temporary stabilization efforts using Coastal Area Management Act (CAMA) general permits were undertaken on July 30, 2012. The stabilization efforts were focused in the most critical areas of erosion threatening the known features of historical significance. The temporary efforts consisted of the installation of —279 linear feet (one 179 foot section and one 100 foot section) of a rip rap revetment at the toe of Battery "A" (Photo 1) and 500 linear feet of "Triton Marine Mattresses" as toe of marsh revetments along the shoreline near William Dry Wharf (Photo 2). The rip rap revetments and marine mattresses have helped abate some of the wave action along the shoreline but are having limited success and erosion is continuing. Around William Dry Wharf the marine mattresses followed the original scoured shoreline per the CAMA general permit requirements. This created a section of the mattresses that are at a right angle. The orientation of shoreline protection concentrated wave energy along the William Dry Wharf timber area where a scour pool has formed, accelerating the wharf timber exposure (Photo 3). Additional scour pool development and mattresses subsidence near William Dry Wharf can be seen from August 2012 (Photo 3) through March 2015 (Photo 4). Photos 5, 6, 7 and 8 show a vessel wake impacting the shoreline and mattresses at William Dry Wharf in September 2012 just after their instillation. Another wake impact on the shoreline and mattresses at William Dry Wharf in October 2012 is shown in photos 9, 10 and 11. Waves overtopping the mattresses are scouring material from between the revetment and the marsh escarpment in many places (Photos 12 and 13) and erosion is continuing unabated in areas without protection (Photo 14). The gap between the rip rap revetments at the toe of Battery "A" is experiencing continued erosion as well (Photo 15). Additionally, marsh grass removal in front of and shoreline erosion around the northern edge of the revetment at the base of Battery "A" has been occurring from August 2012 (Photo 1) to January 2014 (Photo 16). Erosion is also beginning to occur at the base of Battery B (Photo 17). Proposed To protect the cultural and natural resources of the BTFA state historic site, NCDCR would ultimately like to control the erosion along the full shoreline of their property, approximately 4,925 feet. This CAMA major permit application proposes 4,840 linear feet of shoreline stabilization and 5,225 linear feet of structure. The project is designed in three phases with the first phase focusing on the most critical erosional areas around the most threatened cultural resources. The primary stabilization effort for all three phases is an offshore sill that will function as a "living shoreline" (design plans attached). The "living shoreline" will reduce shoreline erosion, protect cultural and natural resources, and provide ecosystem connectivity for oyster, crab, and finfish habitat. The design proposes installing a series of innovative wave attenuation structures, termed " Ecosystem Units ", by Reefmaker, a company based in Florida htto:/ /www.reefmaker.com /. Each "Unit" is comprised of a stack of concrete molded trays set with natural rock material such as granite (Photo 18). These systems are designed to attenuate wave energy while still allowing for the exchange of water and the passage of organisms through and around the structure's individual components. They are designed for use in high energy wave environments and to survive the passage of large storms such as hurricanes. They will allow for placement of the sill around the historic wharfs without subsidence into the adjacent shipping channel. The "Reefmaker" systems will be easier to maintain and, modify or remove than a traditional rock sill and they have a much smaller benthic footprint to reach the desired height. No fill or marsh plantings are initially planned, but may be required in the future based on the shoreline response. Sediment accretion and marsh colonization is expected behind the sill structures through wave energy reduction. Each phase with more specific stabilization efforts are outlined below and shown on the attached design plans. Phase I includes installation of —490' of living shoreline structure (Reefmaker) in front of the William Dry Wharf and —150' in front of the Roger Moore Wharf, relocation of —80' of the marine mattresses at William Dry wharf to remove the right angle and installation of —100' of rip rap revetment at the base of Battery A to fill the gap in the revetments installed using the CAMA general permit (Photos 15 and 19). Phase I also includes the installation of —100' of rip rap revetment at the base of Battery "B ". Phases II consist of extending the Phase I living shoreline structure (Reefmaker) to the north and south along the shoreline. Phase II includes 1,965' of structure. Phase III is planned as 2,600' of living shoreline structure. The Phase III design may include "Reefmaker" devices, riprap or best option following installation of Phases I and II. Phase III design is not finalized. The height of the structure is designed at 2 foot above mean high water (MHW). The placement depth and structural elevation will provide wave attenuation far enough offshore and tall enough to protect the shoreline at high tides when vessel traffic is most common and their wakes have the greatest potential to overtop the structure and erode the shoreline. The proposed structural height above MHW is also to provide continued protection as sea level rises and if the Cape Fear River channel is deepened and widened again in the future to accommodate the Super Post - Panamax Megaships. Breaks in the structure are designed as structural end point offsets and are at least 5 feet wide for every approximately 100 feet in length to allow for aquatic movement and public trust access. There are very small breaks designed in the structures that protect the water ward ends around the wharf structures. The small structural breaks at these sections are designed to prevent erosion and promote sedimentation on the colonial wharfs. The ecosystem unit design allows for water movement through the entire structure. The base of the structure will be placed in contact with the estuarine floor to minimize scour. The USACE maintains a perpetual channel and spoil disposal right of way easement adjacent to the shipping channel in the project area. The navigational channel set back is 365' from the closest point of the proposed structure. Navigational markers will be placed every 50 foot and be at least 3 feet above MHW. The average distance from the outer edge of the marsh to the proposed Reefmaker structures is — 65 -70'. All work is planned to be conducted from the water and no fill is proposed. A scoping meeting was held to discuss NCDCR's plans for BTFA at the Wilmington North Carolina Department of Environment and Natural Resources (NCDENR) office on March 27th, 2014 (meeting request and summary documents attached). The scoping meeting allowed incorporation of participating review agency comments, concerns and suggestions into the project design. There were attendees from North Carolina Division of Coastal Management (NCDCM), NCDENR, North Carolina Wildlife Resource Commission, National Marine Fisheries Service and NCDCR. Some notes resulting from the meeting are that the project area is not mapped as a primary nursery area. The 4 project has the potential to enhance and create essential fish habitat and shellfish habitat. High turbidity and currents at the site provide poor submerged aquatic vegetation habitat. Benthic organisms may benefit through brief disturbance and then re- colonization at the site. Threatened and endangered species are not expected to be affected by the project. Pile driving construction with associated noise may be limited during anadromous fish migrations. Signs with the guidelines for avoiding impacts to the West Indian manatee will be placed onboard the construction vessels and staff will be instructed what to look for and how to avoid and report sightings and incidents. A consent agreement for use of the water body within the USACE easement probably will not be required, since they are more commonly used for encroachments into the Atlantic Intracoastal Waterway right of way or for use of a spoil disposal area. NCDCR has been and continues to explore partnering opportunities that will provide awareness of the state historic site, its shoreline erosion and resource loss, as well as provide mechanisms to help with funding for the future phases. During the scoping process it was recognized that NCDCM could benefit from this site as a potential model for "living shorelines" in high energy environments. The project provides an excellent opportunity for NCDCM to add to their existing research data on "living shorelines ", their recommended erosion control option when viable. NCDCM has provided staff assistance to facilitate research collaboration at this site through the North Carolina Coastal Reserve (NCCR) of the National Estuarine Research Reserve (NERR). The University of North Carolina at Wilmington (UNCW) is also interested in researching the environmental effects of this project and has suggested using a similarly designed structure for oyster restoration projects in the Lower Cape Fear River. UNCW in collaboration with NCCR, NCDCR and SEPI Engineering have applied for assistance to monitor the site through the Environmental Enhancement Grant (EEG) Program administered by the North Carolina Department of Justice. The EEG grant program promotes projects that preserve, enhance and protect North Carolina's environment and natural resources. Funding has been requested for in depth study of changes in the shoreline, wave energies, sediment dynamics, vegetation, primary productivity and oyster and blue crab populations. Also requested through the EEG grant program is funding for educational outreach at the site that will show the value of ecosystem enhancement and cultural resource protection. The results of the monitoring will be utilized to plan and support future phases of shoreline protection at Brunswick Town /Fort Anderson and to promote the use of innovative living shoreline projects in other high energy environments. The proposed shoreline stabilization will serve as a model for the preservation of important historic resources and conservation of natural resources. It will be an important public education opportunity that NCDCR intends to use to the greatest extent possible. Without regard to the potential funding and other educational efforts outlined above, NCDCR is committed to installing interpretive /educational signage along the pathway to explain the importance of the historic resources being protected by the erosion control structures, how they work, their natural habitat enhancement as well as their potential to not simply stabilize the shoreline, but to help restore it. During and after construction, the story of why the erosion control was necessary and how it benefits both the historic and natural resources of BTFA will be a feature of guided tour /talks.
