We propose the following change in accordance with contract clause FAR 52.243-4, Changes (AUG 1987):

Contractor shall provide all labor, materials, and equipment necessary to perform the followingthan e:
PCO 12 Storm Water System Revisions and Bollards. Provide material, labor and
equipment to:
1) Restore storm water system swales and detention pond to `as -designed' conditions
with reinforcement as noted on attachments. Swales to be constructed with
constant slope, check -dams must have a defined weir. Grass -lined swales should
included geo-netting; transitions between concrete and grass should be tip -rap as
shown. Construct 8" *57 stone berm along fence -line bordering NW side of fore -
bay to prevent erosion. Restore spill -ways with geotextile and rip -rap. Re -grade all
storm -damaged areas, re -seed, and stabilize.
2 Place 2 4" steal bollards at SE comer of building to protect LP gas meter.
Your proposal should include detailed breakdown as required by the contract clause, Modification Proposals- Price
Breakdown to permit a comprehensive review and evaluation of all labor, materials and equipment costs. Note, as
explained in the Pre -Con, the more information you provide to support your pricing, the faster we will be able to
settle on a fair and reasonable price. Excerpts from construction industry cost -estimating guides and competitive
supplier and vendor quotes are encouraged.
All requests for time extensions shall include a thorough justification showing how the change affects the schedule.
Please submit an updated CPM schedule (f required by contract) with your request.

Dear Mr. Paul:
On August 5, 2009, the Governor signed Session Law 2009-406. This law impacts any development approval issued by
the Division of Energy, Mineral and Land Resources under Article 21 of Chapter 143 of the General Statutes, which is
current and valid at any point between January 1, 2008, and December 31, 2010. The law extends the effective period of
any stormwater permit that was set to expire during this time frame up to three (3) years from its current expiration date.
On August 2, 2010, the Governor signed Session Law 2010-177, which granted an extra year for an extension of up to
four (4) years.
As a result,120 USMC Camp Lejeune permits are impacted. Of the 120 permits, 45 permits have previously been
issued extensions and 75 permits have been extended effective today. This is summarized in Attachment A.

We propose the following change in accordance with contract clause FAR 52.243-4,
Changes (AUG 1987):

Contractor shall provide all labor, materials, and equiTmen*._necessary to perform the following change:
PCO 12 Storm Water System Revisions and Bollards. Provide material, labor and
equipment to:
1) Restore storm water system swales and detention pond to `as -designed' conditions
with reinforcement as noted on attDchmenbs. Swales to be constructed with
constant slnpc-; check, -dams must have a defined weir. Grass -lined swales should
included geo-netting; transitions between concrete and grass should be rip -rap as
shown. Construct 8" #57 stone berm along fence -line bordering NW side of fore -
bay to prevent erosion. Aestore spin -ways with geotextile and rip -rap. Re -grade all
storm -damaged areas, re -seed, and stabilize.
2 Place 2 4" steel bollards at SE comer of buildinf to protect LP gas meter.
Your proposal should include detail d ''breakdown as required by the contract clause, Modification Proposals- Price
Breakdown to permit a comprehensive review and evaluation of all labor, materials and equipment costs. Note, as
explained in the Pre -Con, the more information you nrovide to support your pricing, the faster we will be able to
settle on a fair and reasonable price. Bxcetpts from constntctio,i industry cost -estimating guides and competitive
supplier and vendor quotes are encouraged.
All requests for time extensions shall include a thorouf;n u tificadon -showing how the change affects the schedule.
