PROJECT SUMMARY: The applicant is proposing to construct two bridges. Orton Plantation Moldings, LLC Page Two 9. PROTECT DESCRIPTION: To find the project site, travel west of US Hwy 74/76 out of Wilmington to NC Highway 133 South towards Southport. Travel approximately 12.5 miles to Plantation Road SE. Continue approximately 0.75 miles more along NC Highway 133 South to Telegraph Rd. Turn right onto Telegraph Road, which leads onto the property. The property is located between NC Highway 133 to the south, Allen's /Lilliput Creek to the north (subsequently referenced to as Allen's Creek), the Cape Fear River to the east, and Boiling Spring Lakes to the west. It is advisable to contact the applicant's agent to arrange a site visit as it is a large unmarked property and the project site may be difficult to access. The property consists of a 4,275 acre parcel; however, the applicant also owns an additional 2,000+ acre parcel to the north of Allen's Creek that is adjoining the property. The property is primarily undeveloped and maintained as a managed pine savannah. Existing roadways lead through the parcel and other manmade structures include stables, equipment sheds and a caretaker house. An existing roadway leads to the project area from both directions. Remnants of a former bridge can be seen in the location of proposed Bridge B to the southern side of the project area. The branch of Allen's Creek in this location measures approximately 40 feet across and according to the application measures approximately 7.5' in depth. The northern creek crossing measures approximately 15 -20' in width and measures approximately 4' in depth. There appears to be negligible tidal flow in this area; as such, plans reference Normal Water Level (NWL). Upstream, these two branches of Allen's Creek lead to McKinzie Pond, downstream they connect to form Lilliput Creek. Lilliput Creek crosses under NC Highway 133 -and connects to the Cape Fear River. The waters of Allen's Creek are classified as C by the NC Division of Water Resources. They are not designated as Primary Nursery Area (PNA) by the NC Division of Marine Fisheries, nor open to the harvesting of shellfish. PROPOSED PROTECT: The applicant is seeking authorization to construct two 50' long bridges to improve vehicular access within the property. Each bridge would measure 18' wide, would span the entire width of the waterbodies and would be elevated more than 6' above the normal water level. Riprap would be installed landward of the §404 wetland lines to the road beds and the road approach to the bridges would be graded and filled to match the elevation of the bridges. The narrative states no new impervious surfaces are proposed. The area of riprap on either side of each bridge (four areas in all) would each measure approximately 30' in length by 3' -12' in width (see Sheets 6 & 7 for side view details). A small retaining wall would also be installed on the southern side of the project area to prevent impacts to the adjacent §404 wetlands. The retaining wall would measure approximately 10' in length with two angled wingwalls, each measuring approximately 5' in length (see Sheet 5A). 10. ANTICIPATED IMPACTS: Approximately 7,800 square feet (0.18 acres) of high ground would be graded and filled as a result of this project. The bridges would span approximately 954 square feet of Public Trust Area. No §404 wetland fill is proposed. Navigation appears to be limited to small vessels such as canoes, kayaks and possibly small john boats, so navigation should not be adversely impacted due to the 6' height of the bridges. Temporary increases in turbidity should be expected to result. Submitted by: Heather Coats Date: 6/12/2015 Office: Wilmington Project Narrative 5/12/2015 CAMA Major Permit Application Orton Plantation Holdings, LLC Allen's Creek Vehicular Timber Bridges Orton Plantation Holdings, LLC is submitting a CAMA Major Permit application for authorization to construct two timber vehicular bridges within the Orton Plantation property. The proposed bridges would span Allen's Creek /Lilliput Creek just east of McKinzie Pond. Located on the western side of NC HWY 133, Allen's Creek /Lilliput Creek in this location is classified by the NC Environmental Management Commission (NC EMC) as "C: Sw" waters. The NC Marine Fisheries Commission (NC MFC) defines the waters as inland waters. There is no coastal marsh at the crossing locations. The Public Trust Area AEC and the Public Trust Shoreline AEC are the only two AECs located in the proposed work area. Lilliput Creek and Allen's Creek (including McKinzie Pond) extend from NC HWY 133 west to the Town of Boiling Springs Lake. Orton Plantation property extends the same length, with property both north and south of the creeks. The proposed bridges would completely span two branches of the stream to provide a single crossing location for the movement of vehicles and equipment throughout Orton property. Existing dirt roads are present throughout the property, and the currently requested bridges would be located at a previously established crossing location. Remnants of the former crossings remain, with portions of the concrete footers and some wooden pilings remaining in the creek. Bridge A would cross the northern branch where the creek is approximately 23 feet wide with water depths of -5' NWL. The combined width of the creek and wetlands along the slope of the creek is 28 feet. Bridge B would cross the southern branch where the width of the creek and very limited wetlands along the slope is 40 feet. Water depths at Bridge B are -8.5' NWL. Both bridges would completely span the creek with no pilings or other support structures in the waters or wetlands. The total length of both bridges would be 50 feet, allowing support structures to be placed at either end on upland areas. Wing walls would be placed at the ends of the bridges, and rip rap would be placed along the upland slope (above wetlands) to prevent erosion at the support pilings. Both bridges would be 18 feet wide and would be located a height of 6' -4.5" above the normal water level elevation to allow for navigation by small boat (such as a canoe or kayak) under the bridge. Wing wall backfill and elevation of the existing dirt road approach surfaces is required to achieve the height of the bridge spans above the water surface. Appropriate silt fencing will be installed to prevent sediment movement beyond the work area. The finish side slopes will be stabilized with a vegetative ground cover. The proposed bridges would replace former crossings and would be located along an existing road. The bridges will completely span the creek and the adjacent wetlands and no direct impacts will result. c.
