On March 14, 2002 , the Wilmington Regional Office received a plan revision for Stormwater Management
Permit Number SW8 000638. The revision concerns the reduction in built -upon area due to reducing the parking
lot and enlarging and shifting the building back from the dune line. It has been determined that a formal permit
modification for this revision is not required. We are forwarding you an approved copy of the revised plans for your
files. Please replace the old approved plan sheet(s) with the new one(s).
Please be aware that all terms and conditions of the permit issued on November 27, 2000, remain in full
force and effect. Please also understand that the approval of this revision to the State Stormwater Permit is done on
a case -by -case basis. Any other changes to this project must be approved by this office prior to construction. If it
is determined that the proposed revision will require a modification to the permit, you will be notified.

Please find enclosed, for your acceptance, a revised plan for the referenced project. This
submittal is made at the request of the applicant, North Carolina Coastal Development, Inc, as
represented by Mr. Steve Mann, Vice President.
It is our understanding through Mr. Mann that you have requested the contents of the enclosed
submittal, and the enclosures, to address a minor administrative change to the permitted
building layout. The enclosed submittal represents a net change of -13 SF total, to impervious
measurements to be constructed.
We have enclosed attachments, which list the components of the impervious measurement
totals, including 'redlined' applications reflecting these values. The enclosed data sheets list a
total change in impervious area of 96,304 SF to a revised 96,291 SF of area. For your
familiarization, exhibits have been attached showing previous building layout, and the new
building layout configurations. You will note that the changes have minor impacts on the
parking, sidewalk and the clubhouse building.

This layout revision has been applied by McKim & Creed, PA, to the previously plans approved
by your office. This submittal deals with a slight layout change in the building and parking lot. The
building is slightly changed and the impervious area actually is reduced from 16,185 SF to 16,060
SF in the new layout, the parking impervious area is reduced from 78,319 SF to 77,691 SF. The
sidewalk area is slightly increased from 1,800 SF to 2,540 SF. Also the entrance/exit area on
Second Avenue is moved to the east nearer the property line. These changes are shown in the
revised grading plan and documented in an 11 x 17 drawing and in the table below:

This table shows that there is a decrease in the impervious area for the new layout. This means

Thank you for sending in the plan which shows the shifted building. I was under the impression that the only
change was the building shift and that it would be presented on a plan sheet similar to the one that was approved
November 27, 2000. The plan does not show the level of detail that is needed in order to be used as a substitute for
the original approved plan. Additionally, there were also some pavement changes made.
While the building and pavement changes will not require a full modification to the permit, I am going to
require that all the changes be shown on a plan similar to the one that was originally permitted. This plan will
replace the originally approved plans, therefore, please show all revisions, existing and proposed grades,
dimensions, and the infiltration system similar to sheet 1 of the November, 2000, approved plan set.

Dear Linda,
As discussed during our telephone conversation last Wednesday, enclosed are two copies of the
plans that we recently provided to Ms. Janet Russell of the Division of Coastal Management. As
you are aware, we had to move the building slightly closer to the West Second Street right-of-
way due to a change in the 120' CAMA setback location. One plan shows the original building
position and the second plan shows the building position shifted 7' from the original position.
Our Architect, Mr. John Thompson, has been able to make this minor change in the building
location without affecting the design of the stormwater infiltration system that was previously
approved. All impervious surfaces are still being directed to the approved infiltration system. As
you are aware, the new amount of impervious area for the project is 95,288 SF. Since the
amount of impervious area previously approved was 96,875 SF, this is 1,016 SF less.
We appreciate your attention to this matter.

East Coast Engineering Company, P.A. has been retained by North Carolina Coastal Development to
provide the necessary, inspection and certification services as related to the stormwater infiltration system that
will serve the above referenced project. We have been provided copies of the stormwater permit and the
plans prepared by Mark T. Arcuri, P.E., dated October 13, 2000 that were approved by your office on
November 27, 2000. We have also been provided copies of the stormwater permit package and other
supporting information.
We have also been provided with copies of architectural plans prepared by John Thompson, AIA.
These plans show that the building location has moved slightly closer to the street due to a landward shift in
the location of the 120-foot Major CAMA Structure Setback. Also, the building entry area from the parking
lot has slightly changed. However, the new total built -upon area of the project (95,288 SF) is 1,016 SE less
than that which was previously approved (96,875SF). A review of the information provided to our office
reveals that no changes have been made that will affect the previous design of the stormwater infiltration
system. All built -upon surfaces are being directed to the approved infiltration system.
We understand that Mr. Charles Jones of the NC Division of Coastal Management has discussed tliis
