B. Wastewater Irrigation System Renewal Application (Form WWIS-R 02-21
In Section IX — Irrigation Fields, the area of Field 1 is given at 2.1 acres, but the area in
the previous permit is given as 1.59 acres. Please provide an explanation as to the
difference between these two values.
The correct acreage is 1.59 ac. I here was an error entering data from a previous form
version total acreage.
I. Attachment G — Easement, Encroachment, and Lease Agreements:
1. In Attachment G, it is indicated that the Permittee owns all of the land associated with
the wastewater system, but the Deeded Owner of the irrigation fields on Parcel
11 N04017F in Section IX of the application form is not the Atkinson Milling Company.
Upon investigation, there was a lease agreement allowing the Permittee to operate and
maintain the wastewater system components on this parcel filed in the Johnston County

Register of Deeds on January 16, 2016, between Glenn R. Wheeler Jr. and Atkinson
Milling Company, but the lease terminated on September 5, 2022, and cannot be used
for this permit cycle. Please provide an updated lease that meets the requirements of
15A NCAC 02T .0116(c), 02T .0504(f), and 15A NCAC 02L .0107.
The updated lease agreement is included in the updated application (Ver2).
K. Attachment I — Compliance Schedules:
1. Attachment I asks if there were any Compliance Schedules listed in Section I of the
previous permit, and request(s) documentation that the compliance schedule has been
met. Condition 1.1. of the most recent permit requested an engineer's certification upon
completion of construction and prior to operation of the permitted facilities. A copy of
this certification shall be provided.
A copy of the engineer's certification is included in the updated application (Ver2).

Process Description
The Atkinson Milling Company WWTF processes wastewater created by the large-scale
production of frozen, packaged hushpuppies. As such, the primary constituents of the
wastewater are batter residue (cornmeal, dairy, some fats) from mixing and processing vessels,
along with water and detergents from cleanup and washdown of equipment. As pressure
washers and very hot water are used for much of the cleanup, the amount of detergent is quite
low. Used cooking oil from the large conveyor fryer is recovered and not introduced to the
WWTF.
The treatment system consists of gravity settling, and anaerobic biological treatment by
naturally occurring bacteria. The remaining chemical(s) used are hydroxides for pH adjustment.
These can be sodium hydroxide, calcium hydroxide or magnesium hydroxide. The primary
determinations for selection are cost and ease of incorporation into the wastewater stream, but
substitution can be made to accommodate land application area parameters (primarily the sodium
adsorption ratio, SAR).

This is to certify that the Atkinson Milling Company wastewater disposal system has
been installed as designed, is substantially complete and is operating to design specifications.
I understand that you intend to provide a copy of this report to Ms. Ashley Kabat of NC DENR
and any other regulatory personnel as required.
Note that all certifications of installation and operation are based on freshwater testing.
Performance testing of the treatment system will be based on sample analysis when the plant is
brought on line. Based on my inspection on September 4, 2018 and information provided by
yourself, Mr. Cory Brantley of David Brantley and Sons, Inc. and Ms. Michelle Ruff of
Natureworks, Inc, I have determined the following :
The waste treatment system, including the solids settling tank, filter bag separation and
collection unit, and the 3,000 gallon upflow anaerobic reactor tanks containing the
Bio-Microbics RetriFAST media modules, along with level warning alarms are
installed and are operational. See Attachment 1.
2. The spray irrigation system, including the substituted submersible pumps, electronic
controls, piping and the substituted Komet gun in the application field is installed
properly and is operating according to design parameters. See Attachments 1, 2
and 3.
3. The land application area is currently vegetated in mixed grasses. Planting in an
appropriate field crop (fall oats) is to be planted very soon, weather permitting.
See Attachment 1.

Calculations for Irrigation System Performance:
Irrigation pump: Schaefer 4" High Capacity Submersible Pump w/ 3hp motor
Pressure at the pump, startup: 68 psi
Irrigation gun: Komet Twin 101 Ultra 24' 0.47" nozzle at 40 psi
Run 1:
Flow meter reading at irrigation start: 998.30
Flow meter reading at completion (45 minutes): 2,993.30
Total pumped flow = 1,995 gallons.
Observed flow rate = 44.3 gpm
Approximate irrigation depth (average, collected in 3 shallow pans): 5/32" = 0.156"
Calculated application rate = 1,995 gal/27,154 gallons per acre -in = 0.073 acre -in
with a circular of approximately 87 feet, effectively applied to 0.57 acres
therefore application is 0.128" for 45 minutes (0.170"/hr)
Run 2:
Flow meter reading at irrigation start: 2,995.65
Flow meter reading at completion (60 minutes): 5,676.15
Total pumped flow = 2,680.5 gallons.
Observed flow rate = 44.7 gpm
Approximate irrigation depth (average, collected in rain gauge): = 0.18"
Calculated application rate = 2680.5 gal/27,154 gallons per acre -in = 0.099 acre -in
with a circular of approximately 87 feet, effectively applied to 0.57 acres
therefore application is 0.174" for 60 minutes (0.174"/hr)
This works well with the a hardwired 60 minute timer. The recommended hydraulic
loading rate limit is 0.25" per hour. Note that the actual total applications are slightly less than
recorded, as approximately 200 gallons are needed to charge the irrigation lines at startup..
