Bass IV, PE — Public Works Director City of Wilson PO Box 10 Wilson, NC 27894-0010 Subject: Compliance Evaluation Inspection Wilson Wastewater Collection System Permit Number: WQCS00021 Wilson County Dear Mr. Bass: Mitch Hayes of the Raleigh Regional Office conducted the subject inspection on June 6, 2023. The assistance of Aaron Bailey and staff from Water Resources with this inspection was greatly appreciated. Below is a list of findings developed from the inspection and review of the permit: 1. The current permit was reissued January 30, 2014, and expired July 31, 2022. A permit renewal was received and is currently under review. Please continue to operate under the last issued permit until a new pen -nit is reissued. 2. The Capital Improvement Plan (CIP) covers a five-year period with the current plan ending in 2026. Monies are budget annually. The current budget for the wastewater collection is $9,234,000. 3. Laura Pruitt, Pretreatment Coordinator, is responsible for the Fats, Oil, and Grease (FOG) program. All food establishments are inspected once a year. Education materials on proper disposal of FOG are sent out with bills twice a year and are published in the annual report. 4. Work orders, complaints, repairs made to equipment, line cleaning, right-of-way maintenance, high priority line inspections, SSO's, pump station maintenance are logged into a computer database. Repetitive problems are easily tracked. 5. The collection system map is GIS based and contains all permit requirements. Details of lines, manholes, and pump stations are easily viewed on computer. 6. There are 326 miles of gravity sewer in the collection system. According to records, at least 10% of gravity lines have been cleaned this year. 85,000 linear feet of gravity line has been smoked tested. North Carolina Departmem of 1:nvtronmenla! The Towns of Sims, Black Creek, and Saratoga discharge to the Wilson collection system. All wastewater is treated at Hominy Creek Water Reclamation Facility. 8. There have been 44 SSO's since 06.08.2020 that resulted in 44 NOV's. Five of these NOV's resulted in enforcement actions being taken. 9. There are 21 pump stations in the collection system. All have restricted access, identification signage, audible visual alarms, and on -site generators. Pump stations inspected were Campus 587, Stantonsburg, Longview, Stewart, and Finch's Mill. All audible visual alarms functioned when the high-water float was lifted or by switch. All onsite generators started and operated under load when power was turned off to the pump station. All wet wells were free of excessive trash. 10. The aerial lines at Longview, MLK Jr. Parkway, and Sandy Creek were inspected. All were creek crossings. There was no bank erosion. The lines appeared straight and free of damage.
