Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The conditions on the site are of an existing sanitary sewer easement, which is a maintained easement. Wooded floodplain exists outside of the sewer easement. Gum Swamp runs parallel to, but just outside of, the easement and northern boundary of the project. The general land use in the vicinity of the project is residential, commercial, and agricultural. a 4b. Explain the purpose of the proposed project:* The Greenville Utilities Commission (Commission) is proposing sanitary sewer improvements as part of the Frog Level Pump Station and Force Main Improvements project in Winterville, NC. The Commission is proposing improvements to the wastewater system, involving approximately 1,385 linear feet of force main and the existing pump station on the western end of the project. This project extends parallel to Gum Swamp from the existing pump station at SR 1125 (Frog Level Road), east for approximately 1,385 linear feet, before tying back into the existing line. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: The Commission is proposing improvements to the wastewater system, involving approximately 1,385 linear feet of force main. The project also includes improvements at the existing pump station on the western end of the project. This project extends parallel to Gum Swamp from the existing pump station at SR 1125 (Frog Level Road), east for approximately 1,385 linear feet, before tying back into the existing line. Impacts will include open trenching of riparian wetlands (only already -disturbed wetland areas within the existing sewer easement). Areas outside of the existing corridor/proposed permanent maintenance corridor will not be impacted. All of the 0.923 acres of temporary wetland impact are within the existing disturbed easement. For the trenching impacts, the temporary trench will be excavated, the soil will be temporarily sidecast, the new line will be installed, then the soil will be returned (as much as possible), the area will be brought back to pre-existing contours and elevation, and the area will be re -seeded to return to similar wetland vegetation using a wetland seed mix. USACE has previously stated on a similar project (GUC Forlines Force Main Project) that this impact would be a temporary impact that results in no loss of function (since the soil, hydrology, and vegetation would be the same/similar to pre -construction), and no permanent loss of water. Under this designation, this impact would NOT require mitigation. For temporary impacts due to the maintenance corridor, no excavation/trenching or impacts to hydrology would occur. Vegetation would be temporarily impacted, but areas impacted by the maintenance corridor outside of the trenching area would also be re -seeded with a wetland seed mix. If any compaction occurs in these areas due to use as a maintenance corridor, those areas will be brought back to previous elevations and contours prior to re -seeding. E. Impact Justification and Mitigation O 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed new force main will be installed in the existing maintenance corridor, thereby minimizing jurisdictional impacts and eliminating riparian buffer impacts (all potential impacts within potential riparian buffer zones will occur within the existing, previously impacted, and currently maintained maintenance corridor). The existing force main is surrounded by wetlands, however, which made wetland impacts unavoidable. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Best Management Practices for the Protection of Surface Waters will be employed. Silt fencing will be installed along the entire project. Rock check dams will also be used where appropriate to minimize flow velocity and stormwater runoff into Gum Swamp. Additional erosion control measures will be employed as needed during construction. Disturbed areas will be seeded, fertilized and mulched within required timeframes. 2.
